I.  JOB SUMMARY:           

CARE International in Pakistan is seeking a Project Director for implementation of the anticipated five-year, $18-million project ‘Responding to Pakistan’s Internally Displaced III’ (RAPID III).

This project aims for two main objectives;

  1. Through small scale, short-term grants, support local and international non-government organizations (NGOs) in responding to emergency needs throughout Pakistan. The framework created will support quick impact, proven responses to emergency situations appropriate to needs identified immediately after the occurrence of a natural disaster, or as the result of new or ongoing displacement due to conflict. It will be flexible and responsive to changing needs.
  2. Strengthen the technical, management, and programmatic skills of local nongovernmental organizations, as well as local disaster management authorities, to increase the quality of their internal operations and their standards of work on the ground.

 

II. RESPONSIBILITIES;

1.    Provide overall program leadership, management, and technical direction to all project staff and ensure all activities, staff, and partners achieve targeted results and meet reporting requirements.

2.      Responsible for overall quality and management of RAPID III project;

3.      Serve as a primary liaison between all project stakeholders i.e., CARE, USAID, partners’/Sub-grantees and relevant Government departments;

4.    Provide overall management and supervision for implementation, ensuring the program meets its stated goals and targets while reporting directly to the designated USAID contracting officer’s representative;

5.   Maintain a working knowledge of project budgets and expenditure, and assist the Finance and Operations Director to set up and implement appropriate systems for project financials.

6.    Work with staff and partners, translating project goals and objectives into implementable strategies and plans;

7.    Identify issues and risks related to implementation in a timely manner, suggesting appropriate adjustments as needed;

8.    Responsible for project budget, supervision of all consultants, sub-grantees and all the planning & administrative staff assigned to the Project to ensure it is on schedule and within the budget;

9.   Supervise the performance of all staff including; long and short-term advisors, consultants, and staff members and maintaining productive working relationships with USAID clients, project partners, and key counterparts.

 

III.  QUALIFICATION (KNOW HOW)

a.      Education

·         Master’s degree or higher in Social Science or related field

b.      Experience

·       15 to 20 years of extensive experience in relevant field

·   At least 8 years of experience as a COP, Project Director, or Project Manager on large donor-funded programs with proven ability to oversee multiple activities simultaneously in multiple locations

·    Significant experience managing large-scale, multi-year US government-funded programs  

·    In-depth knowledge of USAID project management including USAID rules and regulations and reporting requirements

·     Ability to implement projects with rigorous timelines and deliverables and to track program quality through donor approved monitoring and evaluation systems

·     Proven record of aligning diverse, multi-level teams with project mission and vision. Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit

·     Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, CAs, and donor organizations.

·     Demonstrated strategic agility, diplomacy, conflict management, team building, written and oral communication, and negotiation skills

·    Proven leadership, inter-personal and cross-cultural skills, and ability to build and motivate diverse teams

IV. CONTACTS/ KEY RELATIONSHIPS:

The jobholder is expected to collaborate with the USAID relevant contract official, CARE International staff, implementing partners’/sub grantees, local community, and government counterparts (when relevant and appropriate to the duties of the position).

V. WORKING CONDITIONS AND LEVEL OF TRAVEL REQUIRED. 

The post is located in Islamabad with frequent field travel to project sites.
