CARE Pakistan is seeking a highly experienced Project Manager PM for disaster resilience initiative in FATA  to coordinate and manage DRR project as per agreed proposal with SDC.  The PM will coordinate for technical assistance with DRR Program Manager and FDMA for the implementation of the project as per SDC guidelines and other project stake holders including Disaster Management (DM) authorities, implementing partners, government line agencies, UN agencies and DRR forum members. The PM will be responsible for the project implementation, quality assurance, monitoring, and reporting for activities carried out by consortium partners. The incumbent will ensure the consistency, quality, efficiency, and accountability of all activities implemented across the project area including advocacy and provide support in harmonization of the process, reporting and coordination. PM/TL will ensure effective coordination, management and provision of support for all project activities agreed with SDC and FDMA.

Job Description

a)     Planning, Monitoring, and Reporting  20%

  • Ensure preparation of periodic project work plans for all consortium members and collate these into overall work plans;
  • Oversee periodic reporting formats to record progress toward achievement of planned targets;
  • Organize periodic review meetings of member agencies and implementing partners to track progress and make adjustments
  • Identify gaps, under-performance and work with stakeholders and partners for improvement and course correction on timely manner
  • Produce and submit high quality donor reports as per SDC guidelines including project completion report.
  • Ensure maintenance of project documentation along with lessons learned, research studies, strategies and planning and reporting.
  • Work with all stakeholders especially, FDMA NDMA, PDMA and line departments in FATA secretariat and partners to ensure quantitative and qualitative monitoring and evaluation systems are in place, followed and are effective, relevant, and accurate. Timely plan and arranged term reviews (joint review) and end of project evaluation
  • Ensure that partners are documenting lessons learned, good practices and success stories
  • Ensure proper management and reporting of CARE’s component of the overall project and manage and lead staff under SDC project. 

b)     Management and Coordination  20%

  • Provide strategic directions and leadership to stakeholders and partners in managing partnership for DRR and resilience in FATA
  • The PM/TL will be responsible for managing all aspects of the FATA DRR project  including meeting project objectives while providing overall technical management to achieve the results defined in SDC grant agreement
  • Ensure that the project achieve its objectives and goals, especially those mentioned in grant agreement including  CBDRM component
  • Convene, facilitate, and document regular meetings of steering committees at FDMA  level with FDMA  and other stakeholders including DM authorities, DRR Forum members to oversee and discuss project progress, identify and take appropriate measures to resolve issues;
  • Ensure that the program results are effectively coordinated amongst all the member agencies and partner organization.
  • Assist in capacity building of all member partners and government line department  through individual and multi-agency trainings and collaboration and lead the coordination process with technical component lead of SBDRM
  • Ensure that  partners share knowledge and experiences on operational matters over the course of the program implementation and document learning on the process of collaboration
  • Facilitate coordination with other SDC partners in the country and any regional projects of -DRR/Resilience regarding harmonization of the approaches on Preparedness/ DRR, resilience, inclusion and preparedness in line with CBDRM Model
  • Manage DRR and Gender & protection seconded staff to FDMA for accomplishment of their duties
  • Ensure that cross cutting issues are addressed  and vulnerable communities including women, children, older people and other vulnerable individuals are mainstreamed members interventions
  • Ensure all players perform its due role and adding value to the project as agreed in the proposal and subsequent agreement. 

c)      Technical assistance  20%

  • Provide technical assistance to government  partners for implementation of the DRR project specially CBDRM & CBDRM  models, Advocacy, Gender, inclusion .
  • Provide technical support and guidance to networks and civil society on DRR advocacy with relevant DM authorities and develop advocacy strategy
  • Initiate researches to provide evidence for advocacy initiatives  
  • Support partners in facilitating DDMA for development of DM plans by involving line departments and civil society
  • Part of the FATA DRM roadmap and DRM plan for Bajawar

d)     Representation  10%

  • Effectively represent the project team at different forums / levels (civil society, DM Authorities, line departments, DRR forums etc.);
  • Support in coordination and representing PARTNERS  with donor and regularly updating the donor about the progress of the project
  • Facilitate visits to the project site by stakeholders including the donors;
  • Organize Project steering Committees meetings for progress sharing and government buy ins and remain as focal person and coordinator with PDMA and Chief Secretary office

e)     Program Finance and Budgets 20%

Work closely with the member agencies Finance/Grants Management teams to:

  • Under the project team agreement take lead role of budget management
  • Coordinate and prepare budget forecasts
  • Monitor expenditure of partner budgets against planned activities and project progress by collating, finalizing and sharing budget vs actual spending report with all concerned as per agreed frequency/period
  • Finalize/authorize financial reports for the donor
  • Identify and address budget related issues including; over or under spending, budget amendments etc. and maintain communication with all concerned
  • Organize and facilitate periodic program coordination meetings to review budget through BvAs and progress against activities

f)       Reporting  10%

  • Develop monthly, quarterly and six monthly reports to CARE management, donors and FDMA as and when required.
  • Develop final report   and   Organize and facilitate lesson learning workshop
  • Review all consultant reports and provide feed back and technically guide for accomplishment of tasks

II. QUALIFICATIONS (KNOW HOW)

A) EDUCATION/TRAINING

·         Masters Degree or above in Social Sciences, environmental science etc

Experience;

·         Minimum 7 years with 5 years of specific working experience in managing DRR sector with International NGO/UN with demonstrated track record of innovation and leadership.

·         Experience of managing  DRR/resilience  projects with institutionalization of DRR in the authorities  is highly desired

·         Excellent advocacy and project management skills, and proven ability of working in close collaboration of multiple stakeholders;

·         Strong understanding of Disaster Management System/framework and DM guidelines and regulation of NDMA and functionality of FDMAs and DDMAs

·         Understanding of a project team type partnership

·         A strong team leader with excellent interpersonal and diplomatic skills

III.           PROBLEM SOLVING

Levels one and two of problem solving apply to the incumbent. The incumbent involves with daily routine activities, s/he also uses interpolative skills to pick and choose the right solution to address given problems.

a) TECHNICAL SKILLS

§  Excellent communication and presentation skills to donors , government and conference/workshops;

§  Well organized and ability to act in a professional and ethical manner;

§  High level skills in computer applications for reports and presentations;

§  Firm belief in teamwork, gender equality, participatory approach and sustainable development.

§  Experience of having sound background on technicalities on compliance assurance in dealing with diverse partners organizations.
