The post requires both project management and technical capacities in WASH. As Manager, will ensure that project is meeting its objectives on timely and effective manner and in coordination with clusters and government line departments including FDMA and Military. PM will work closely with program support unit, including finance, operation and security functions based at Islamabad office. The incumbent will ensure quality and timely implementation of project, with effectively and efficiently of project resources and people management with under the management oversight of Head of Programme Implementation. The incumbent requires highly skilled in project management in insecure areas with quality of delivering project results consistent to CARE’s humanitarian protocols and according to donor regulations. Technically, the PM render technical inputs on implementing WASH interventions consistent to high quality, technically viable water, sanitation and hygiene services are provided under WASH projects. Project Manger will report to Area Manager.

Key Responsibilities:

Project Management: % of Time:  40%

  • Coordinate the development of all project implementation plans and budgets
  • Develop or improve the programming SOPs for WASH interventions and provide technical support to field teams in delivering project outputs in a timely way.
  • Represent the technical side of the CIP programme to the various Government bodies, the UN, the WASH Clusters, and other NGO's at FATA level.
  • Develop internal reporting mechanism to capture the field information with regular updates to Head Project Implementation on monthly and quarterly basis. PM will ensure the development and submission of progress interim and final reports on donor formats.
  • Review, monitor and manage the budget allocated for the project and ensure budget is utilized efficiently in line with donor requirements.

WASH Technical: % of Time:  40%

  • Technically lead the WASH interventions to ensure the proposed activities are aligned to WASH Cluster, CARE global WASH strategies and indicators.
  • To develop BOQs, drawings, comparison statements and other technical inputs for drinking water supply schemes.
  • To ensure that systems are set in place for the operation and maintenance of all water supplies and sanitation facilities, including the provision of all necessary training.
  • Carry out, where necessary, the selection, design and construction of water systems, using ground water or surface water, including abstraction, storage, treatment and distribution for new systems or rehabilitation of existing systems.
  • To ensure that the most appropriate form of sanitation systems is installed, in consultation with the beneficiaries, which includes PATS and other excreta disposal options, refuse disposal, vector control and drainage.
  • Ensure that the public health promotion activities are appropriate to the needs of the beneficiaries.
  • To ensure that all programmes take gender issues fully into account. This includes the introduction of mechanisms to enable women to participate in decision making around WASH issues.

Logistics and Supply Management: % of Time:  20%

  • Ensure proper verification of all WASH supplies before procurement and delivery to the project sites for quality purposes in collaboration with the logistics team in accordance with CARE policies and procedures.
  • Work with Logistics team to develop a procurement plan for WASH supplies during humanitarian response, including (procurement of WASH contingency stock if required).
  • Monitor the operational environment with respect to increased level of threat and advise the CIP security team for the security of CARE staff, assets and operations.

Working Conditions

The position will be based in North Waziristan/Bannu with frequent travel (80%) to the project areas. When required, the Project Manager will travel to as necessary to attend meetings and follow-up on programmatic issues. 

II. QUALIFICATIONS (KNOW HOW)

A) EDUCATION/TRAINING

1.       Public Health Engineering or Civil Engineer (BSC).

2.       5-7 years’ practical experience in appropriate water supplies, sanitation and hygiene promotion. It is desirable that some of this should have been in emergency relief programmes. The post holder must be aware of and sensitive to the particular needs of women in this context.

3.       Demonstrated experience of working in volatile and highly insecure operating environment

C) TECHNICAL SKILLS

§  Good project management and people management skills.

§  The ability to present concise reports, sometimes at short notice, reflecting the problems and possible solutions for particular situations.

§  Diplomacy, tact and administrative skills in order to work with people at managerial and, on occasions, senior government levels.

§  Preparation of BOQs, drawings, comparative statements and technical assessment and inputs

D) COMPETENCIES

§  Project management and representation. Strong coordination skills with the ability to manage information including report writing and presentations

§  Engineering technical competencies 

§  Technical writing and information analysis

§  Fluent in English and Pushto (written and spoken).

§  Sensitivity to the needs and priorities of disadvantaged populations

§  Demonstrated experience of integrating gender and diversity issues into public health promotion
