Job Purpose: The Community Development Officer (CDO) will lead and manage the social mobilization components of the integrated water sanitation, food security livelihood and protection project implementation in district of Orakzai Upper and Lower areas by ensuring improved an effective delivery of project outputs and outcomes. Develop and maintain the coordination mechanism with concern external stakeholders, Internal departments as well as weekly/monthly/quarterly reports to PO/SPO and district/Program coordinator. The CDO will responsible for the operational and compliance assurance for the project components in the project with record keeping of targeted activities and social mobilization team building.

Key Accountabilities:

The job holder is accountable for fulfilling his / her roles and responsibilities in line with Islamic values and principles of fairness, humanity, honesty, respect and fair treatment of his/her colleagues and team members.

Technical

·         Working in close coordination with Project Officer, Senior Project Officer, District Coordinator, thematic leads and MEAL team to ensure routine project related assessments are executed and monthly quarterly and final reports are submitted timely and implementation and exit strategies are developed.

·         Formation of community organization (CO)/WASH Committees and subcommittee in the project area as per need.

·         Lead in the district level social mobilization components planning and implementation in consultation of PO/SPO/project team to ensure the project implementations fall within the organization’s strategic dimensions.

·         Regular participate in progress review meetings and other coordination meetings.

·         Coordinate the development of all project implementation plans and budgets within the framework of the agreed programme and strategy and project management tracker (PMT) and business plan

·         Assist and advise the PO/SPO/District Coordinator and district level technical leads in project activities

·         Maintain ongoing surveillance of the developing humanitarian emergency and recovery situation and adjust activities accordingly at district level

·         Ensure adequate monitoring and reporting framework in place and quality standards are observed, followed and institutionalized at management, administration and operational levels;

·         Ensure that different sectoral activities of WASH, Shelter, FSL and protection are implemented in a coordinated and cohesive manner with community participation

·         Ensure project activities are carried out in accordance with the Sphere Minimum Standards and Humanitarian Charter in disaster response

·         General Management, Leadership and team building at district level

·         Establish and maintain constructive working relationships with other NGO’s and humanitarian stakeholders

·         Create the conditions to ensure effective teamwork, team building and morale.

·         Ensure all project staff understand and carry out their duties in accordance with humanitarian principles, core values, organization International Code and SPHERE standards.

·         Conduct performance appraisals of project staff and ensure regular feedback and mentoring on individual performance;

·         Ensure the district/area management and are kept informed about assessment progress, response implementation and strategies, project plans, progress reports, and other significant developments.

·         Support & conduct targeted assessments on timely basis.

·         Implementation of the prepared plan accordingly on time reporting of the overall activities being undertaken at the field level.

·         Coordinate supply chain and transportation activities for distribution of the Food/Non-food Items (FIs/NFIs) to the site.

·         Identifying any gaps or shortcomings in the assessments/ distribution at the field level.

·         Extend support to the organisation’s Seasonal Programme activities

·         Conduct regular field visits with 70% time in field, 10% Coordination with stakeholders and 20% for reporting.

Public Relations / Media

·         Support the media team in the development of constructive working relationships with media representatives to build international and public profile and ensure positive coverage and the timely provision of situation reports and fundraising material to organization.

Safety and Security

·         Liaise with the local/area supply chain officer to ensure compliance with organization Security Guidelines and their effective application in the local context;

·         Monitor the operational environment with respect to increased level of threat and advise the SPO/District/Program Coordinator and organization Security Officer/Security Focal person.

·         Follow the appropriate communications means to meet operational and security requirements;

Administration

·         Ensure that administrative support functions are supported in accordance with organization administrative policies and procedures;

·         Ensure compliance with district/area/country legal, contractual, labour and statutory requirements.

Financial Management and Planning

·         Regularly review and financial planning/forecasting and reporting of the project

·         Assist SPO in execution of the project financial expenditures, BVA review and reporting

·         Ensure with the finance department, the maintenance of organization financial protocols and accounting systems for all field interventions.

Qualification, Experience, and Competencies:

·         Master / Bachelor in Project Management, Social Sciences, Life Sciences, Management Sciences

·         Minimum relevant experience of 5 years’ with Bachelor / 3 year with Master

·         Motivation and skill enhancement (capacity development) of communities to increase their income level

·         Social mobilization for replication of the on-farm demonstrated techniques

·         Arrangement for  various training events of efficient techniques in different growing stages of crops

·         Good interpersonal skill

Language: Urdu, English, and Pashto. Local dialect will be added value.

Computer Skills:

·         The candidate shall be computer literate and having good skills of MS Office (MS Excel and Power Point, Word, Outlook)

Personal Qualities & Skills:

·         Strong emotional intelligence and resilience, and able to maintain self-control in difficult situations.

·         Good communication skills in local as well as English / Urdu language which delivers information with clarity in a wide range of situations.

·         Has a positive nature and able to overcome issues that create hindrance in achievement of entrusted goals / objectives.

·         Has a learning attitude and a continuous improvement philosophy.
