Job Purpose: As part of the Humanitarian team the Community Mobilizer will support the organisation’s WASH, Livelihood, Shelter and Protection interventions which aim to ensure disaster affected communities (especially women and children) in the areas, are able to live in an environment in which their rights are protected and they are more aware about their entitlements including social, economic and civil rights. The CM will also support the organisation’s WASH, Shelter & Livelihood & Protection interventions which aim to ensure general communities (especially women and children) in the areas, are able to live in an environment in which their rights are protected.

Key Accountabilities:

The job holder is accountable for fulfilling his / her roles and responsibilities in line with Islamic values and principles of fairness, humanity, honesty, respect and fair treatment of his/her colleagues and team members.

Technical

·         Formation of community organization (CO)/WASH Committees and subcommittee in the project area as per need.

·         Identification of key hygiene practices to be addressed and sectors of the population with whom to engage and develop an appropriate communications strategy to promote safe practices. Identification, or facilitation, of community structures through which the WASH activities can be implemented.

·         Carrying out assessments in the flood affected areas along with technical team.

·         Ensure Beneficiaries Selection Procedure and understood the criteria.

·         Inform the beneficiaries for distribution.

·         Fill all the relevant document at the distribution.

·         Resolve conflict among the target community through effective dialogues.

·         Identification of beneficiaries for multiple project interventions i.e. Food for work/cash for work

·         Assist Livelihood officer in identification of in-kind/Cash grants support to extremely vulnerable individuals.

·         Formation of Child and Women groups to establish Child and Woman Friendly Spaces.

·         Organize workshops for staff, community organizations and stakeholders to train on mainstreaming of protection, inclusion and safeguarding in humanitarian action

·         Conduct orientation sessions with community organization on Safeguarding and its complaint mechanism, and awareness-raising of protection risks and available services.

·         Resolve conflict among the target community through effective dialogues.

·         Proper record keeping of project activities at community & office level both in soft & hard form.

·         Develop case studies to reflect project impacts.

·         Preparation of daily, weekly and monthly work plans.

·         Ensure the timely submission of technical and activities reports.

·         Have to plan and design small tasks as and when required.

·         Perform related duties and responsibilities as required.

·         Perform any task assigned by supervisor as and when required.

Public Relations / Media

·         Support the media team in the development of constructive working relationships with media representatives to build international and public profile and ensure positive coverage and the timely provision of situation reports and fundraising material to organization.

Safety and Security

·         Liaise with the local/area supply chain officer to ensure compliance with organization Security Guidelines and their effective application in the local context;

·         Monitor the operational environment with respect to increased level of threat and advise the SPO/District/Program Coordinator and organization Security Officer/Security Focal person.

·         Follow the appropriate communications means to meet operational and security requirements;

Administration

·         Ensure that administrative support functions are supported in accordance with organization administrative policies and procedures;

·         Ensure compliance with district/area/country legal, contractual, labour and statutory requirements.

Financial Management and Planning

·         Regularly review and financial planning/forecasting and reporting of the project

·         Assist SPO in execution of the project financial expenditures, BVA review and reporting

·         Ensure with the finance department, the maintenance of organization financial protocols and accounting systems for all field interventions.

Person Specification: It is essential that the post holder shows a good understanding and sympathy with the organizational values & principles, vision and mission as well as commitment to its PSEAH (preventing sexual exploitation abuse and harassment) protocols. The organisation has a zero-tolerance policy towards PSEAH and don’t support any action that promotes or encourages PSEAH.

Qualification, Experience, and Competencies:

·         Master / Bachelor in Social Sciences, Life Sciences, Management Sciences

·         Fresh to 3 years max experience in the relevant field

·         Motivation and skill enhancement (capacity development) of communities

·         Good interpersonal skill

Language: Urdu, English, and Pashto. Local dialect will be added value.

Computer Skills:

·         The candidate shall be computer literate and having good skills of MS Office (MS Excel and Power Point, Word, Outlook)

Personal Qualities & Skills:

·         Strong emotional intelligence and resilience, and able to maintain self-control in difficult situations.

·         Good communication skills in local as well as English / Urdu language which delivers information with clarity in a wide range of situations.

·         Has a positive nature and able to overcome issues that create hindrance in achievement of entrusted goals / objectives.

·         Has a learning attitude and a continuous improvement philosophy.
