Save the Children is seeking a Construction Coordinator based in Islamabad, Pakistan, for a fixed-term role supporting the Flood Response and Recovery programme. The position involves leading the design, implementation, supervision, and quality assurance of various construction and rehabilitation projects, including shelters, schools, health facilities, WASH, and community infrastructure. The coordinator will ensure all activities meet Save the Children’s technical standards, Sphere guidelines, national building codes, and donor requirements. This role requires close collaboration with multiple sectors and partners to deliver safe, inclusive, resilient, and sustainable infrastructure, providing technical leadership throughout the project lifecycle.

Key Responsibilities

Technical Leadership and Quality Assurance:
Lead technical assessments, site selection, and design validation for construction projects. Prepare or review engineering designs, drawings, Bills of Quantities (BoQs), and technical specifications in coordination with the Shelter/Construction Adviser. Ensure compliance with Save the Children’s Construction Quality Standards, Sphere standards, and national regulations. Supervise contractors and partners to ensure adherence to designs, budgets, and safety protocols. Conduct regular field inspections, safety audits, and quality checks. Provide technical inputs during procurement processes, including tendering, bid evaluation, and contract management.

Programme Implementation and Coordination:
Develop detailed implementation and procurement plans to ensure timely delivery of construction outputs. Coordinate schedules with WASH, Education, and Health sectors to promote integration. Oversee the delivery, storage, and use of construction materials, ensuring accountability and minimizing waste. Incorporate child-friendly, disaster-resilient, and inclusive design principles into all infrastructure. Promote gender, protection, accessibility, and environmental considerations throughout design and construction phases.

Partner and Community Engagement:
Offer technical guidance and on-the-job coaching to implementing partners, community engineers, and site committees. Facilitate community participation in construction planning and oversight to encourage ownership and sustainability. Coordinate with local government departments and technical authorities to ensure compliance with regulations and alignment with local standards.

Monitoring, Reporting, and Learning:
Maintain up-to-date progress reports, site records, photographs, and quality checklists. Support MEAL teams in developing monitoring indicators related to construction quality and progress. Contribute accurate information for donor reports on construction components. Document and share lessons learned, innovations, and best practices in flood-resilient construction.

Coordination and Representation:
Represent Save the Children in Shelter/Construction Working Groups and coordination meetings at district and provincial levels. Collaborate with NGOs, UN agencies, and local government to avoid duplication and strengthen sector standards. Support advocacy and external communication by providing case studies and technical inputs on infrastructure.

Required Qualifications

- Bachelor’s degree in Civil Engineering or a related field.
- Registration with the Pakistan Engineering Council (PEC) is preferred.
- Minimum of 5 years’ experience managing construction and infrastructure projects in humanitarian or development contexts.
- Proven expertise in post-disaster rehabilitation, shelter, or community infrastructure programmes.
- Demonstrated ability to manage contractors, budgets, and logistics under challenging conditions.
- Proficiency in AutoCAD and MS Project or equivalent software.
- Excellent report writing and communication skills in English and Urdu.
- Strong leadership, coordination, and team-building capabilities.

Preferred Qualifications and Additional Information

- Experience working with Save the Children or other international NGOs.
- Knowledge of community-based construction and participatory design approaches.
- Familiarity with child-friendly, gender-sensitive, and climate-resilient design principles.
- Proficiency in local languages such as Sindhi, Balochi, or Pashto is an advantage.
