Scope:

The Community Based Disaster Risk Management (CBDRM) Officer will be responsible to assist the BDRP Project Leader and support the implementing partner(s) (IPs) and communities in the planning, implementation and monitoring of key project activities in close coordination with different stakeholders and service providers. S/he will lead the project team in the innovation and introduction of innovative disaster resilient strategies. The incumbent will support IPs to formulate and capacity building of community disaster management structures, school based disaster risk management, setting up innovative and practical early warning systems and DRR/M mainstreaming in infrastructure, WASH, shelters and livelihoods and other possible interventions to enhance the resilience capacity of poor and vulnerable communities.

Project Location: Multan (with travel elsewhere in south Punjab, and to Lahore and Islamabad)

A.     Specific duties and responsibilities

1.     Planning, implementation, monitoring and reporting of the project activities

·         Prepare annual, quarterly and monthly plans for the effective execution of project activities related to CBDRM, WASH, infrastructure and livelihood approaches to disaster resilience.

·         Manage and mobilize the available resources within the available time limit for maximum results by allocating and distributing them properly across the project activities in line with the project document.

·         Assist the Project Leader, other project staff and support project partners to break-down and elaborate the project strategies when necessary to integrate into development and disaster risk reduction plans to increase the resilience of the communities

·         Ensure the effective and timely implementation of the planned and approved activities and strategies for the target communities

·         Organize and mobilize external resources such as skills, material and cash contributions from communities and other stakeholders to best achieve the project objectives.

2.     Coordination and Communication

·         Assist the Project Leader and support IPs to establish close coordination and cooperation with district line agencies and authorities, and between local project partners, communities, project beneficiaries and other stakeholders for the effective delivery of project activities and policy influence at local level

·         Communicate relevant information regularly to the Project Leader, project staff, consortium members, partners and other relevant stakeholders

·         Maintain good relations with all stake holders

·         Assist project, and lead as necessary, in developing and strengthening networks of peers and professional contacts, within and outside the project to achieve the expected outcomes.

·         Assist the Project Leader to follow up on terms and conditions with regards to CBDRP and any agreements signed or agreed with third parties including communities, local authorities, service providers, or material suppliers, to achieve the project objectives timely and with the desired quality.

3.     Influencing Policies

·         Liaise with different organisations, programmes and projects, and organise actions to influence policy at UC, district and provincial level.

·         Help form networks and alliances as and when required with other organisations, programmes and projects and generate agenda points on disaster management based on the project experiences to raise and discuss at different levels.

·         Engage with UC or district relevant networks and alliances for influencing and scaling up best practices learnt from the project, particularly on technical issues such as construction practices, early warning systems or disaster resilient livelihoods.

4.     Management of Project Activities

·         Identify, prioritize and support communities to implement potential DRR strategies that are less sensitive to existing and potential hazards and more resilient to disasters

·         Assist and lead DRR planning at community level and support the formation of Disaster Management Committees (DMCs) at community level and Union Council Resilience Forums (UCRFs) at UC level.

·         Support and facilitate IPs, CDMCs and UCRFs in the prioritization of infrastructure projects as per criteria

·         Assist and lead DRR/DRM mainstreaming in WASH, shelters, DRR/livelihood infrastructure at household and communal level

·         Support the IPs in development of Information, Education & Communication (IEC) material related to CBDRM, Safe and resilient shelter and water facilities and other relevant themes

·         Design, develop and provide trainings for target communities to develop skills and capacities for disaster risk management projects and viable options for resilience.

·         Support IPs and project team in organizing capacity building trainings on proposal writing and project cycle management, first aid training and other issues.

·         Prepare reports and share them with Project Leader and with other relevant entities such as project steering committee members as and when necessary.

·         Coordinate with focal points from other consortium members

5.     Other responsibilities

·         The CBDRM Officer may have to take on other responsibilities of the project upon the need as suggested by the Project Leader.

C.     Job Specifications

 Minimum Requirements:

·         A Masters’ degree in Disaster Management, Development Management, Social Sciences, Rural Development, Civil Engineering or any other related field and in-depth understanding of National Disaster Management Structure and disaster/vulnerability issues in Pakistan.

Language: Must be proficient in English, Urdu and preference will given to candiates who can speak local languages.

·         Professional work experience on CBDRM centred approaches, vulnerability reduction, disaster management and resilience building.

·         A good understanding of CLTS/SLTS/PATS and hygiene promotion

D.     Required Skills

The CBDRM Officer should be:

·         Sensitive and responsive to gender, ethnicity, disability and other social issues and other core values of WHH.

·         Have a participatory and team-centred approach to work and behaviour

·         Proactive in liaising and problem solving

·         Excellent interpersonal, networking, communication, negotiation and facilitation skills

·         Strong report writing skills

·         Excellent computer skills including navigating email, internet and MS WORD, MS Excel and PowerPoint

E.      Accountability:

In carrying out the above duties WHH Pakistan approved procedures relating to gender equality, accountability to communities and to donors, and code of conduct must be followed at all times.

F.      Special Circumstances

WHH has a security management plan and security protocols in place to mitigate against risks wherever possible. However, the job may demand working in risky environments, therefore the job holder is obliged to follow WHH security management procedures.
