[Objectives] Brief Summary of the Position

Head of finance is responsible for the supervision and handling of the financial affairs of the entire organization, providing financial advice and support to the management and partners to enable them to make sound business decisions. The role of the Head of Finance is multifunctional. Head of finance must understand all aspects of the operations so he/she is able to adequately advise and support the Country Head in strategic decision-making and ensuring operational growth. Head of Finance will also be fully responsible for the communication, coordination and compliance of WHH-Partner relationship maintaining a win-win working situation at all levels. Head of finance will also be responsible for the Internal Financial Controls exhibiting leadership qualities to support teams all levels.

Core Areas of Responsibilities

  • General Finance & Cash Bank Management.
  • Finance Support to Partners. Financial review & capacity building and internal audit.
  • Project Finance Management.
  • Overall Finance Management of Country Management.
  • Setting up the Project Administration.
  • Budget and Budget Controls.
  • Liquidity Planning and Funds requests to Head Office.
  • Documentation of Expenditures (Voucher Quality and Processing].
  • Cash Management:  Cash Counts, Cash Differences, Security, General Cash Book Rules, Rules for Funds Pro Cashbooks.
  • Bank Management: Opening/Closing of Bank Accounts and File Documentation, Bank Withdraws, Online Banking, Bank Reconciliation.
  • Allocation of costs across projects.
  • Internal Controls and prevention of Corruptions.
  • Internal Finance Reporting with FundsPro. Overall compliance environment for CO and partners.
  • External Finance Reporting/compliances [To Donors].
  • Program/Project Audits. 

General Role and Responsibility.

  1. Checking and supporting budget planning and adjustment of the projects (own and donor funds.
  2. Checking of partner agreements taking into account the capacity of the partners and the donor regulations.
  3. Control and supervise liquidity planning of the projects and internal fund requests.
  4. Ensuring costs are cleared internally within a project (appropriate allocation of costs)
  5. Checking in-kind booking of the projects.
  6. Checking project bookkeeping (own and PPO) and ensuring internal and external financial reporting occurs in due time.
  7. Ensuring that Head of Project and PPO assume budgetary responsibility (expenditure and budget control)
  8. Coordinating country office statements on audit and accounting reports and checking the implementation of appropriate recommendations and required compliances of statutory and non-statutory ( govt vs donor).
  9. Supervising the financial administration of the country office and all measures to re-finance the country office, reporting to the Head Office and medium-term financial planning
  10. Initiation and checking of refunds/returns/final fund requests to donors.
  11. Transferring the Country Office (CO) budget to Welthungerhilfe's cost and financial plans
  12. Supporting budget planning, modification of projects and preparation of cost and financing plans
  13. Checking of financial documentation for accuracy.
  14. Monitoring of financial report due dates of all projects, examining annual accounts of projects and submission to Head Office in due time
  15. Coordinating financial administrative training and further development courses for staff on location and PPO staff in close cooperation with the Financial Advisory Unit
  16. Supporting PO implement projects according to co-financing agreement and Welthungerhilfe standards
  17. Support to the Country Director (CD)/Head of Programs/budget holder for the programme and project planning.
  18. Monitoring of the “Quota” of own funds.
  19. Needs analysis for compliance agreements of all projects.
  20. Evaluation of financial and administrative requirements of new donors.
  21. Budget planning of the CO budget and preparation of the cost and financing plan, as well as supporting CD to monitor the budget.
  22. Supporting CD conclude agreement with PPO and co-financers.
  23. Recruiting, account assignment and induction of new staff (in the field of financial / project administration).
  24. Promoting compliance with Welthungerhilfe standards for the remuneration system, travel expenses, if applicable, insurance, etc.
  25. Preparing and initiating funds requests of the CO.
  26. Implementation of the re-financing strategy/regulation for Verification and compliance.
  27. Checking and assuring compliance of the Regulations for the Awarding of Contracts (RAC) and relief supplies management in coordination of LOGs.
  28. Support of the projects for the preparation of donor fund requests, project extension requests and reports in due time.
  29. Involvement in all financial administrative matters with current and potential co-financers on location, including maintaining contacts and examining financing modalities with regard to ongoing and planned individual projects.
  30. Organizing audits and/or accounting activities as well as responsibility for the professional supervision of these measures on location.
  31. Checking of national law and the relevance for Welthungerhilfe.
  32. Fulfilment of any other tasks which are assigned by the management and correspond in general with the character of this position.

Required Computer Skills

  1. Financial Software [as required specifically].

Required Academic / Professional Qualifications & Experience:

  • Masters’ Degree in Accounting and/or Financial Audit, Financial Management, MBA, or a combination of a professional accounting qualification/accreditation and relevant professional experience
  • Minimum 10-12 years’ professional experience in a similar position 
  • Knowledge of accounting standards and tax law of Pakistan and familiarity with accounting software systems in use by small-to-medium organizations
  • Understanding of procurement fundamentals
  • Willingness to travel to the project areas outside of Islamabad.
  • Previous experience with NGO’s.
