Welthungerhilfe (WHH), a German NGO, is looking for a Head of Programmes, to work with the Country Director to plan, implement and develop WHH’s Pakistan Country Programme, and to support the high-quality implementation of WHH Pakistan’s work in the field.

WHH is one of Germany’s largest development and humanitarian NGOs. In Pakistan, it implements projects through local partners in south Punjab, south Sindh and KP, primarily in the sectors of humanitarian response, resilience-building, and food nutrition security.

WHH Pakistan is looking for a highly motivated individual for the post of Head of Programmes, with excellent people, planning and management skills, and a wide experience in the field of humanitarian and development assistance. The Head of Programmes will be responsible for ensuring that WHH projects are implemented with high-quality, accountability, and efficiency, and in compliance with WHH, donor, and Government of Pakistan requirements. The Head of Programmes will contribute to deciding upon WHH Pakistan’s strategic direction, will build relationships with other key stakeholders in the development and humanitarian sphere in Pakistan, and, as a member of the Senior Management Team, will contribute to the effective management of the WHH Pakistan Programme and WHH Country Office. The Head of Programmes will also deputise for the Country Director, as needed.

Plan, implement and develop WHH’s Pakistan Country Programme, and support the high-quality implementation of WHH Pakistan’s work in the field.

Responsibilities:                            Head of Programmes   

1.  In collaboration with the Country Director, plan and develop WHH’s Pakistan Country Programme and Strategy, and ensure that WHH Pakistan’s County Programme targets are being met, and that progress is being measured.

2. Ensure that WHH Pakistan’s Country Programme is adequately staffed and resourced.

3. Support the high-quality implementation of WHH Pakistan’s work in the field.

4. Support WHH Pakistan’s work with local partners.

5. Represent WHH internally and externally as a leader.

RESPONSIBILITIES (Details)

 

1. In collaboration with the Country Director, plan and develop WHH’s Pakistan Country Programme and Strategy, and ensure that WHH Pakistan’s County Programme targets are being met, and that progress is being measured.

·         Based on a thorough understanding of the humanitarian/development context, globally and in Pakistan, and of WHH Pakistan’s expertise and WHH’s global strategy, work with the Country Director to chart WHH’s strategic direction in Pakistan.

·         Support WHH’s Monitoring, Evaluation, Accountability and Learning unit to measure progress against WHH’s programme goals.

 

2.  Ensure that WHH Pakistan’s Country Programme is adequately staffed and resourced.

  • Make sure projects and core functions have highly skilled and motivated staff in place. Take responsibility for ensuring that the Programme Team continue to develop their skills and experience.
  • Obtain funding for WHH’s Country Programme, to support WHH’s core sectors – emergency response, food nutrition security, resilience-building, and community support. Develop ideas for future projects, and submit high-quality proposals to potential donors.

 

3. Support the high-quality implementation of WHH Pakistan’s work in the field.

  • Give technical, management, and planning support to Project Managers.
  • Ensure that project work meets relevant international standards such as SPHERE and the Core Humanitarian Standards, and that values of equality and accountability are incorporated in WHH’s work.
  • Check that project funds are being spent on time, efficiently, and in compliance with donor, WHH and government regulations.
  • Oversee the MEAL Unit to ensure that project progress is being measured on the Impact and Outcome levels, and that lessons learned are being captured, disseminated, and incorporated into future projects.
  • Ensure high-quality reporting to donors, WHH HQ, and the Government of Pakistan. Ensure internal WHH documents are prepared as needed.

4. Support WHH’s work with local partners.

  • Interact closely with the senior management of WHH’s local partners to identify common goals, and support the realisation of those goals.
  • Take the lead in identifying areas of joint learning between WHH and its partners in Pakistan, and ensure that key organizational development goals for WHH and its partners are achieved.
  •  Identify potential partners for future collaboration.

5. Represent WHH internally and externally. 

  • Represent WHH in relevant external fora, and to other stakeholders in the humanitarian/development sector in Pakistan (other NGOs/INGOs, UN agencies, donors, Government of Pakistan, World Bank, networks etc).
  •  As a Senior Manager, communicate WHH’s core values within the WHH Pakistan team, to contribute to organizational culture. Lead by example and through honesty and encouragement.

 

6. Miscellaneous

  • The position holder should work in a team-oriented manner and show a spirit of flexibility, collaboration, and professionalism.
  • The position holder should work with integrity and adhere to the standards described in the “Welthungerhilfe Code of Conduct”.
  • In the event of a humanitarian emergency occurring in Pakistan, the Head of Programmes, along with the Country Director, will be expected to take the lead in analysing relevant information, directing Welthungerhilfe’s Emergency Response Team, and deciding upon how best to respond, if at all. The Head of Programmes would then be expected to direct any humanitarian response.
  • She/he may have to assume other responsibilities not detailed in this job description as required.

Minimum Requirments:

Minimum 7 years professional experience working on project or programme-related issues within a national or international NGO

working expereince on a senior managment level would be an advantegious

Experience of working with partners

Good planning and management skills.

Excellent command of written and spoken English.

Excellent working knowledge of MS Office

Comfort with budgets.

Knowledge of Urdu is desirable, and knowledge of Sindhi, Punjabi, Seraiki or Pashto is appreciated.
