Objective:

Planning, Monitoring and Evaluation for Welthungerhilfe projects

Context:

Welthungerhilfe wants to be successful and measures its success according to how much the conditions of people living in poverty and deprivation have improved. Welthungerhilfe uses field-based evidence, lessons learned from good practice and research by academic institutions in a feedback loop into our program management cycle.  Crucially, the field-based evidence and the participatory approaches we use leads to respect of the knowledge, experience and traditions of people and the communities with whom we work. Welthungerhilfe’s work is characterised by creativity and constant willingness to learn and innovate. In Country Office Welthungerhilfe Pakistan, Outcome and Impact Orientation (Welthungerhilfe Global Monitoring and evaluation guidelines) is identified as being of strategic importance. For aid effectiveness transparency, good documentation and communication are known to be adequate responses when working in integrated development projects and with disaster-affected areas. To reach both the objective of the country program, outcome and impact-oriented planning, monitoring and evaluation according to Welthungerhilfe guidelines is systematically introduced in all projects and shared with partners, beneficiaries and relevant stakeholders. To facilitate this process, the Country Office together with a Planning, Monitoring and Evaluation (PM&E) unit provides necessary training, assistance and follow-up. The PM&E system is based on strengthening action and reflection in order to contribute to the empowerment and learning of the people at all levels. Correspondingly, participatory planning and monitoring approaches are put into the focus of attention.

Project:

Livelihood Support/FNS Security TDP& Host Communities in Bannu, Khyber Pakhtunkhwa

The project is funded by the Government of Germany’s Federal Ministry for Economic Cooperation and Development (BMZ) to Counter effects of conflict and migration by strengthening socio-economic resilience of TDP and host communities in Khyber Pakhtunkhwa. In the scope of the project access to basic services as well as Food and Nutrition Security (FNS) in TDP and host communities shall be improved in 4 Union Councils of Bannu district through an integrated multi-sectoral and multi-level approach.

The project aims to contribute towards A) Community based structures and mechanisms for improved communication and participation and intends to establish functional linkages between communities and local authorities. Furthermore, the focus will be on B) Transferable Livelihood Options through market-oriented skill development and entrepreneurial support that contributes to sustainable income generation. C) Access to WASH facilities and services on community level shall be improved and the adoption of adequate health, hygiene and nutrition practices encouraged. Complementary, D) households’ capacity of site-specific nutrient rich food production through climate smart agricultural and livestock practices and management systems shall sustainably be increased. Finally, strong emphasis is put on E) improving the local partner’s capacity in project development and management as well as its organizational development strategy.

The project will be implemented in partnership and close coordination with a local NGO. The DWHH PME Officer will be based in Bannu, KP with frequent work stays in Islamabad; particularly during the initial project period. He/She will be responsible for the overall M&E at the project location, support and guide the partner in M&E issues to ensure a quality and functional M&E system in place.

Responsibilities:

  1. Support the PM&E-unit in the Pakistan Program to ensure timely, effective and high-quality services in regard to M&E at project and program level
  2. Ensure outcome and impact oriented PM&E quality standards in project planning and implementation
  3. Give organisational and conceptual support and guidance to partner organisations on how to introduce and implement outcome and impact oriented planning and monitoring
  4. Coordinate assessments and provide guidance in conducting assessments to partner organization in close cooperation with the Programme/M&E Coordinator
  5. Coordinate capacity building for partners in the field of outcome and impact oriented PM&E
  6. Prepare, coordinate and follow-up on evaluations or reviews and; to steer and ensure evaluation results being followed-up and implemented.

RESPONSIBILITIES (Details)

1.       Support the PM&E-unit in the Pakistan Program to ensure timely, effective and high-quality services in regard to M&E at project and program level

·         Organize and document M&E meetings and visits, share up to date information and ensure needed follow up

·         Exchange and cooperate closely with project management, relevant project stakeholders and partner organizations

·         Develop standardized tools and formats according to Welthungerhilfe standards and project/ programme needs

·         Conduct trainings on topics related to PM&E Framework, incl. application of standardized tools and formats

2.       Ensure outcome and impact oriented PM&E quality standards in project planning and implementation

·         To provide support in developing proposals, reports and other documents in line with Welthungerhilfe and donor requirements.

·         Support the programme staff to undertake key monitoring and evaluation assignments, designing, reviews, mid-term evaluations and final evaluations of the projects

·         Cooperate with projects and partner organizations in the design of Planning, Monitoring and Evaluation systems (as per PM&E framework)

·         Assist the adaption of standardized formats and tools to project requirements

·         Provide technical inputs for planning workshops and midterm/annual/ internal reviews

·         Undertake regular field visits to support Planning, Monitoring and Evaluation (project and programme related)

·         Organize and conduct trainings in PM&E skills, including participatory methods

3.       Give organisational and conceptual support and guidance to partner organisations on how to introduce and implement outcome and impact oriented planning and monitoring

·         Orient partner organizations in the design of Planning, Monitoring and Evaluation systems (as per PM&E framework)

·                Organize or conduct trainings in PM&E skills, including participatory methods

·                Guide and support partner organizations on preparation of Log Frame and M&E Plan

·                Assess and provide technical support in monitoring system of partner organization

·                Assess data management system and technical support in effective reporting

4.       Coordinate assessments and provide guidance in conducting assessments for planning of new projects upon request and in close cooperation with the Programme/M&E Coordinator

·         Prepare and conduct assessments e.g. needs assessments, mid-term assessments, formative assessments and feasibility studies etc.

·         Coordination with the relevant departments in setup of new projects by providing technical input and support for development of questionnaires, databases and data analyses throughout the process

·         Review and share the feedback of the final draft of the concerned documents (e.g. assessment, proposals) to the relevant departments

5.       Coordinate capacity building for partners staff in the field of outcome and impact oriented PM&E

·         Undertake assessment of PM&E monitoring system of partner organizations

·         Assist in organizational assessments of partners

·         Organize OIO workshops and refreshers for partners

6.       Prepare, coordinate and follow-up on evaluations or reviews and; to steer and ensure evaluation results being followed-up and implemented.

·         Set up and maintain a knowledge management system e.g. human interest stories, visibility material, Complaint Response Mechanism, lessons learned, exchange meetings

·         Ensure adequate documentation of Planning, Monitoring and Evaluation findings

·         Give feedback and provide information to program/ project staff

·         Suggest new initiatives/improvements and suitable adjustments

·         Support audits (provide information on projects’ progress) and evaluation activities in regard to Outcome and Impact Orientation strategy

  • Responsible for design, implementation and reporting of research studies, baselines, reviews and evaluations in close coordination with the project management.
  • Take lead in Data Management (data cleaning and analysis) related to various Evaluations & Researches
  • Support in cross-organizational learning, which includes providing information, guidelines, lessons learned, and user-friendly learning tools on PM&E

7.       Specific Tasks

·      Report all security relevant issues and information to the Security Manager and the management

·      Ensure gender specific approach in project implementation

 Minimum Requirments:

Minimum 5 years professional experience in a similar position on development projects within a national or international INGO/NGO;

Experience with PPM&E design and implementation (incl. development of tools, data processing, data analysis);

Knowledge of participatory planning and monitoring methods;

Very good communication skills;

Very good contextual knowledge of community issues and social and cultural realities

Good leadership skills

University degree in a course related to the given topic and/ or the program’s goals (Master’s or postgraduate studies);

Professional specialization (preferably in PPM&E related courses)

Excellent command of written and spoken English, Urdu, and Pashto;

Good working knowledge of computers and MS Office (esp. Excel and Access); MIS is an advantage

Good working knowledge of modern telecommunication systems (e-mail, internet) ;

Flexible and cooperative attitude; commitment towards development work;
