The project is funded by the Government of Germany’s Federal Ministry for Economic Cooperation and Development (BMZ) to Counter effects of conflict and migration by strengthening socio-economic resilience of TDP and host communities in Khyber Pakhtunkhwa. In the scope of the project access to basic services as well as Food and Nutrition Security (FNS) in TDP and host communities shall be improved in 4 Union Councils of Bannu district through an integrated multi-sectoral and multi-level approach.

The project aims to contribute towards A) Community based structures and mechanisms for improved communication and participation and intends to establish functional linkages between communities and local authorities. Furthermore, the focus will be on B) Transferable Livelihood Options through market-oriented skill development and entrepreneurial support that contributes to sustainable income generation. C) Access to WASH facilities and services on community level shall be improved and the adoption of adequate health, hygiene and nutrition practices encouraged. Complementary, D) households’ capacity of site-specific nutrient rich food production through climate smart agricultural and livestock practices and management systems shall sustainably be increased. Finally, strong emphasis is put on E) improving the local partner’s capacity in project development and management as well as its organizational development strategy.

The project will be implemented in partnership and close coordination with a local NGO. The DWHH Project Coordinator will be based in dual duty stations Bannu, KP and Islamabad and will be responsible for the coordination of all project activities and support of the partner organization to ensure that the project is timely and successfully implemented.

OBJECTIVE & RESPONSIBILITIES :

Objective:

Coordination and quality assurance of all project-related activities and comprehensive support of the partner organization.

Responsibilities:

  1. Introduce goals, strategies and work procedures of DWHH, and of the donor, to the partner organization and ensure compliance respectively
  2. Overall Project Coordination and focal person to the partner
  3. Networking, coordination, liaison with local authorities, (I)NGOs (GIZ and BGR in particular), UN and other relevant stakeholders
  4. Partnership Support and capacity improvement in collaboration with the partnership team of DWHH
  5. Miscellaneous Duties

DUTIES & RESPONSIBILITIES (Details):

The following overview describes the position holder’s duties and responsibilities in detail. Furthermore, it clearly states which tasks, areas of work and deliverables are the direct responsibility of the partner organization (according to the partner agreement) and are only supervised, facilitated or supported by the PC and, on the other hand, highlights responsibilities and deliverables the PC is directly and explicitly responsible and can held accountable for.

  1. Introduce goals, strategies and work procedures of DWHH, and of the donor, to the partner organization and ensure compliance accordingly
  • Study the strategy, vision and mission of DWHH and become able to advocate them
  • Familiarize with the organizational structures, rules/regulations, standards and portfolio of DWHH
  • Where applicable, familiarize with the rules/regulations and standards of project donor
  • Ensure adequate measures to introduce DWHH requirements (and where applicable, donor requirements) to the partner organization in a consultative manner and ensure compliance respectively

 

       2. Overall Project Coordination

  • Represent the project towards the partner organization and act as the first point of contact in all daily and capacity building project matters. Troubleshoot any issues pro-actively
  • Reporting and Accountability:
    • Participation in the review of proposal and feedback
    • Ensure the timely preparation and submission of contractual documents (monthly, quarterly and annual project reports, etc.) between WHH and Partner (according to, but not limited to deadlines of Partner Agreement/Donor Contract)
    • Assist partner’s finance department in preparation of financial reports of the project (monthly, quarterly, and annually)
    • Complete the correct documentation of the project and ensure proper review by the superiors
    • Ensure that final project reports and subsequent recommendations are completed
  • Preparation/Modification of Partner Agreement for approval process as per DWHH standards (work flow control sheet, etc.)
  • Ensure that good accountability practices are mainstreamed into the implementation of the project
  • Support in assessments, studies, reports on request by his/her line manager
  • PC is responsible for preparation, modification and continuation of project planning and project budget in close coordination with all relevant stakeholder (IP, FNS & Partner Advisor, Programme Coordinator, Desk officers and Donors if applicable)
  • Amendments of PVL if necessary (internal proposal for approval by HQ)
    • Preparation and review of cost & finance plan as well as review of funds requests and submission to Finance Unit DWHH (Non-contractual part) in coord. with finance unit DWHH
  • Preparation of implementation/budget revisions (contractual & non contractual to be submitted to CD/HQ as per WHH procedures)
  • Ensure correct and timely project implementation with respect to proposal commitments in terms of quantity and quality (specifically ensuring implementation against the log frame & for non-contractual and contractual funds)
    • Ensure the development and agreement on operational and implementation plans
    • Monitor project (in the project communities and remotely) according to implementation and operational plan (according AoA and NC activity plan), in collaboration with PM&E unit
    • Ensure all departments within WHH, and the partner, are clearly informed as to what is expected and needed from them
    • Review and confirmation on work flow control sheet and ensure that monthly financial reports correspond to implemented activities
    • Take responsibility for the transparency of procurement, utilisation and follow-up of all materials, equipment and cash dedicated to the projects
    • line manager/senior management (Country Director, Programme Coordinator) in a timely manner of any relevant issues and/or unexpected changes related to project implementation
    • Give updates on progress and important issues to the Project Steering Committee (comprised of management representatives from WHH and our local partner) in Islamabad as required
  • PC examines and signs non- contractual end-of-month accounts
    • Approve/reject payments and vouchers according signatory and disbursement regulation of DWHH PAK
    • Review of Bills & Vouchers and monthly reporting documents (accounting & cost control)
    • Cash count at end of month & Sign according to responsibility as DWHH PC function
    • Timely submission of signed monthly closing documents to Finance Manager DWHH PAK
  • Ensure adherence to logistics and administrative procedures, in coordination with DWHH’s Logistics and Admin departments
    • Review and cross check inventories list on quarterly basis (NC & IP)
    • Physical verification of inventories & Assets
    • Visit of IP warehouse
  • Facilitate and reinforce DWHH’s security standards in the scope of the project
    • Act as an active part of DWHH’s security system, takes ownership and
    • Ensure information sharing between partners & DWHH Security Unit by keeping up an constructive dialogue respectively
    • Support security unit for any security related assessment in the project area
    • Facilitate interaction of Local Government & WHH security team

 

       3.  Networking, coordination, liaison with local authorities, (I)NGOs (GIZ and BGR, in particular), UN and other relevant stakeholders

  • Establish and maintain sound & constructive relationships with the authorities and relevant

stakeholders together with the partner; both in project areas, and, if necessary, on provincial or national level

  • Develop and implement an effective communication channel to ensure all stakeholders are aware of

and aptly engaged in the project & have effective opportunities to contribute to/influence the development of the project

  • Give presentations about the project progress to superiors on monthly/quarterly basis
  • Coordinate with auditors/evaluators
  • Promote awareness of project successes, for example through the WHH’s internal newsletter etc.
  • Closely coordinate with GIZ and BGR projects and programmes (as per donor contract)
  • Active participation and engagement in cluster meetings (WASH, FNS) and relevant working groups
  • Support the partner in networking & for exposure visits and build linkages between WHH partners
  • Build an in-depth understanding of the project area, and be the ‘go to person’ for all questions

relating to that project area, including the general security, development and humanitarian context

  • act as the primary liaison point for stakeholders and others interested in the project

 

4.    Partnership support and capacity improvement in collaboration with partnership team of DWHH

  • Guide and capacitate local partner about FNS, WASH, Civil Society Cooperation and agriculture related orientation frameworks of DWHH and/or any relevant guidelines from the donor
    • Be well-aware of DWHH’s Orientation Frameworks as well as related donor guidelines
    • Organize orientation sessions for the technical staff of the partner on above mentioned sectors and related interventions
  • Promote a cooperative and friendly atmosphere at the workplace
    • Ensure close coordination with all relevant departments within DWHH
    • Provide sufficient, adequate information and update regularly to all organisational units
    • Create and transfer an honest work environment for the strengthening of team spirit
  • Identify and facilitate partner’s capacity development related needs/activities in line with DWHH’s country program & strategy and contractual obligations
  • Facilitate lessons learned activities and experience exchange with other partners/actors in the region/country and DWHH in neighbouring countries
  • Report, coordinate and follow up systematically on the partner’s capacity development component (external and internal (DWHH) trainings; on the job)
  • Review and contribute to partnership tools & Support in partnership procedures in coordination with DWHH’s partnership unit
  • Support/guide the partner to apply an effective MEAL (Monitoring evaluation accountability and learning) structure and system to improve project planning, implementation and evaluation (PCM)
  • Guide the partner to develop a comprehensive organizational development plan
  • Support the partner in embedding FNS as an integrated approach in their project planning and in organizing FNS relevant events in coordination with DWHH FNS Advisor
  • Ensure compliance with all DWHH rules and regulations (finance, procurement, logistics, security etc.) and guarantee constant access to relevant tools and documents

5.    Miscellaneous

  • PC should work in a team-oriented manner and show a spirit of flexibility, collaboration, and professionalism
  • Work with integrity and adhere to the standards described in the “Welthungerhilfe Code of Conduct
  • In addition to tasks stipulated above, the Project Coordinator will be expected to contribute to wider strategic discussions as well as to proposal and programme development.
  • In collaboration with the Programme Coordinator/Partner Advisor, he/she will be responsible for the overall integration of cross-cutting issues for the project
  • In the event of a humanitarian emergency occurring in Pakistan, the Project Coordinator will be expected to support in gathering relevant information and communicate to Welthungerhilfe’s Emergency Response Team (ERT), and may need to assume additional responsibilities in assisting with any humanitarian response
  • She/he may have to assume other responsibilities in the scope of the Pakistan Programme not detailed in this job description as required

Professional background & knowledge:

  • Minimum 4-7 years professional experience in a similar role within an national or international NGO
  • Experience of working with partners to implement/coordinate FNS, WASH and agriculture related interventions and promoting civil society in KP
  • Experience of working with TDPs and host communities
  • Knowledge and understanding on multi sectoral and multi-level nutrition sensitive programming.
  • Experience in project management
  • Good command of written and spoken English; fluency in Pashto is a strong asset
  • Sound working knowledge of MS Office and modern telecommunication systems (telephone, fax, e-mail, internet)
