Expert HLR & VAS Operations

We are seeking a skilled and proactive Expert in HLR & VAS Operations to join our team in Islamabad. This intermediate-level position plays a crucial role in bridging traditional network operations with advanced digital and AI-driven solutions to improve the efficiency, reliability, and future-readiness of our network. The role involves managing daily operations and maintenance of HLR and VAS networks, addressing customer complaints, configuration management, troubleshooting, and collaborating with both internal teams and external vendors. Reporting directly to the Manager of HLR/VAS Planning & Operations, the candidate will also lead a team of 12 professionals.

Key Responsibilities

Manage the daily operations, maintenance, configuration, and troubleshooting of HLR, HSS, SMSC, Smart Care/CEM, and other Value-Added Services platforms. Proactively monitor network performance to identify bottlenecks and implement solutions that ensure optimal service delivery and availability. Drive digitalization initiatives by automating routine operational tasks using scripting languages such as Python or Perl.

Support AI/ML applications by assisting in the deployment, monitoring, and basic troubleshooting of models used for predictive maintenance, anomaly detection, or traffic optimization within HLR & VAS domains. Extract and analyze operational data using SQL, Oracle, or similar tools to generate insights for performance improvements, capacity planning, and digitalization opportunities.

Take ownership of incident management by troubleshooting complex issues and coordinating with internal teams and external vendors for timely resolution and root cause analysis. Contribute to continuous process improvements by proposing and implementing digital tools and methodologies. Maintain accurate documentation for network configurations, operational procedures, and digital solution implementations.

Collaborate closely with cross-functional teams including Network Planning, IT, Product Development, and Customer Support to ensure seamless service delivery. Stay updated on the latest advancements in HLR/VAS technologies, digitalization trends, AI/ML applications in telecom, and industry best practices.

Required Qualifications

Proven expertise in HLR & VAS operations with hands-on experience on SMSC, Anti-spam, and firewalls from vendors such as Huawei, ZTE, or HLR/HSS from Nokia. Strong knowledge of GSM and Messaging Call Flows, IP Protocols, and Signalling, coupled with excellent configuration and troubleshooting skills.

Practical experience in process automation and scripting using Python, Perl, or JavaScript. Proficiency in SQL/Oracle for data extraction and query writing, with familiarity in data visualization tools like Tableau or Power BI. Basic understanding of Artificial Intelligence and Machine Learning concepts, especially their application in network operations such as predictive analytics and anomaly detection.

Awareness of modern network technologies including cloud platforms and virtualization. Excellent communication and leadership skills, with the ability to promote the department and technology portfolio professionally and collaboratively. Strong team player with a balanced and holistic approach to problem-solving and stakeholder engagement.
