Posted on 27th November 2025, this full-time Field Engineer role is based in Umerkot, Pakistan, under the Integrated Project on WASH, DRR & Livelihood in Tehsil Kunri, District Umerkot. The project is funded by Humedica/BMZ and focuses on improving water supply, sanitation, flood protection, and livelihood support infrastructure. The Field Engineer will be responsible for the technical planning, implementation, and monitoring of these infrastructure activities. This includes designing, supervising, and ensuring quality control of construction and rehabilitation works while maintaining compliance with donor and project management standards. The role requires close coordination with communities, contractors, and field teams to ensure successful project delivery.
Key Responsibilities
Technical Assessments and Planning: Conduct thorough site assessments to identify infrastructure needs related to WASH, DRR, and livelihood initiatives. Prepare detailed engineering designs, Bills of Quantities (BoQs), cost estimates, and work schedules. Ensure that site selection adheres to environmental and safety standards. Incorporate inclusive and climate-resilient design principles into all infrastructure projects.
Construction Supervision and Quality Assurance: Oversee construction and rehabilitation activities carried out by contractors or community groups, ensuring compliance with approved designs, specifications, and timelines. Conduct regular site visits to monitor progress, perform quality checks, and resolve any issues promptly. Maintain daily site logs and progress reports while enforcing occupational health and safety standards on-site.
Procurement and Contractor Coordination: Support procurement processes by preparing technical specifications and verifying vendor quotations. Collaborate with procurement and logistics teams to ensure timely delivery of materials. Facilitate pre-bid meetings, assist in contractor selection, and manage contract administration. Verify completed works and provide technical certification for payments. Maintain transparent records of contractor performance and project progress.
Community Coordination and Capacity Building: Work closely with Social Mobilizers and community committees such as Village Development Committees (VDCs) and Operation & Maintenance (O&M) groups during site selection and project implementation. Conduct training sessions for community members on infrastructure operation and maintenance. Establish and manage community feedback mechanisms to address concerns during construction. Promote local participation, gender inclusion, and environmental sustainability throughout the project lifecycle.
Reporting, Documentation, and Compliance: Keep comprehensive documentation of all engineering activities, including BoQs, designs, completion certificates, and photographic evidence. Prepare weekly and monthly progress reports for the Project Manager. Ensure adherence to project management system (PMS) policies related to engineering, procurement, and safeguarding. Provide support during external monitoring visits, donor reporting, and technical evaluations.
Required Qualifications
A Bachelor’s degree in Civil Engineering or a related field is essential. Candidates should have a minimum of 3 to 5 years of experience in construction or rehabilitation supervision, preferably within WASH, DRR, or community infrastructure projects. Experience working with NGOs or donor-funded development projects is highly desirable. Strong technical knowledge of civil works, WASH systems, and small-scale DRR structures is required. Proficiency in preparing BoQs, cost estimates, and technical drawings is necessary, with AutoCAD skills preferred. Excellent coordination, supervision, and reporting abilities are expected. A solid understanding of safety, environmental, and safeguarding standards is mandatory. Good interpersonal and problem-solving skills are important. Fluency in Urdu is required, while knowledge of Balochi or Sindhi is preferred. Computer proficiency, including MS Office, AutoCAD, and Excel, is also required.
Preferred Qualifications and Benefits
