A.     Responsibilities

The Advisor Planning and Financing Adaptation & Resilience provides the following support to the SAR project team in implementing related activities which include:

  • Supporting the mainstreaming of climate risk considerations into public planning and budgeting processes at the provincial level
  • Translating climate risk assessments into socio-economic needs and financial instruments able to cover up these risks
  • Designing and implementing public/private financial approaches (investment plans, provincial budgets, project pipelines, etc.) or instruments (credit line, risk insurance instruments, public finance instruments, etc.) for financing climate change adaptation and climate risk management at the local/provincial level
  • Coordinating with all relevant actors in selected provinces (Punjab and KP) on the topics above mentioned
  • Supporting the provincial partners to improve their processes related to the inter-institutional coordination of climate risk management and the integration of climate risks into policy planning
  • Providing all relevant content-oriented inputs to the project team regarding the topics of planning, budgeting and financing of (climate) projects in Pakistan
  • Following-up the implementation of climate related activities linked in the climate change sector with a special focus on adaptation, climate resilience, vulnerable communities, climate information and services, and with a strong focus on the agriculture sector
  • Developing new activities and new project ideas in the fields of climate change planning and financing and how to channel them into national, sub-national and local institutional structures, as well as in relation with the current systems of governance, including public financial management

B.     Tasks

The Advisor performs the following tasks:

  • Providing all project counterparts (Ministry of Climate Change and provincial authorities) with capacity development measures regarding the planning and financing of climate adaptation activities
  • Advising all project counterparts (Ministry of Climate Change and provincial authorities) on the matter of planning and budgeting in climate adaptation and resilience.
  • Tendering, contracting and carrying out the contracts of consultants and partners to ensure good implementation of projects
  • Developing necessary documents for the follow-up of outsourced activities and their management from initiation to execution and closing, including the preparation of documentation on above mentioned activities and assist with GIZ internal and external reporting
  • Establishing and maintaining a strategic understanding of, and engagement with, the substantive technical issues, institutions, and processes associated with climate adaptation planning and financing in Pakistan, including establishing contact with and developing strategic partnerships with other agencies, donors, NGO’s, the private sector, scientific institutions, etc.
  • Ensuring cooperation, regular contact and dialogue with partners, relevant organisations, consultants and individuals in the project/programme environment and with other projects to improve and maintain good working relationships.
  • Advising on the design and implementation of multi-sectoral and sectoral programmes and projects at different scales
  • Supporting the Head of project with general project planning and implementation (i.e. preparation, organization and moderation of planning exercises and their implementation, management, quality management, monitoring, reporting, communication and documentation)
  • Elaborating with the management a mapping of all relevant stakeholder and implementation partners
  • Supervising the achievement of indicators for all components of the project
  • Supervising the quality of results and information of the result-based monitoring system in close cooperation with the Head of project
  • Reporting regularly on the status of results to various actors
  • Compiling programme relevant information and ensure knowledge transfer
  • Developing ready-to-use strategies and technical concepts, including guidelines, manuals and procedures
  • Drawing up reports and presentation documents
  • Formulating appropriate input for various programme reports including annual reports, and contribute to other reports required by the management and GIZ Head Office
  • Carrying out research for activities and studies on political issues which benefit joint programmes
  • Communicating local interests and efforts, forwarding these and encouraging sharing of ideas and information for the benefit of the project
  • Project planning for the measures and development of project concepts and strategies, ensuring their implementation
  • Coordination and prioritisation of relevant project activities at local level in cooperation with the partners, both with regards to the organisational preparation and implementation of the activities;
  • Supporting with management and monitoring of the project budget in consultation with the superior (officer responsible for the commission)
  • Compilation of the relevant information for joint activities and assignments 

C.     Required qualifications, competences and experience

Qualification

  • University degree (Masters’ or Bachelors’ degree) in environmental studies, political science, climate change, policy management, public finance, public administration or related fields from a recognized institution

Professional experience

  • At least 10 years of professional experience in a comparable position in the development sector and/ or research related position and/ or international or national Non-Governmental Organisation
  • Long-lasting experience in the public sector in Pakistan related to public planning, budgeting and development of investment projects at the national and/or provincial levels, including of provincial governance structures and coordination between federal and provincial governments. Experience with climate change related question beneficial but not a must.
  • Experience in the agriculture sector or in other sectors related to climate change adaptation in Pakistan
  • Experience in training and capacity building
  • Experience in implementing projects for local communities in Pakistan
  • Long lasting experience of establishing and maintaining strong working relationships with the government representatives and private sector officials in different functions
  • Experience with climate risk financing instruments would a plus. Understanding of nature-based solutions an asset. 
  • Work experience within the German Development Cooperation would be an asset

Other knowledge, additional competences

  • Strong network within the areas of public budgeting and public finance. Network to climate change relevant institutions and stakeholders in Pakistan is beneficial
  • Teamwork with strong communication skills and capacity to work under pressure and short deadlines
  • Cross cultural awareness and ability to work amongst a diverse group of staff, and partners
  • Self-starter with the ability to pro-actively drive and maintain communications with various stakeholders, including government, private sector, academia and civil society
  • Very good knowledge of local structures and context in Pakistan and its challenges (especially related to CC)
  • Very good network in the field of CC in Pakistan, especially concerning climate change data
  • Very good access to data, information, intelligence in the public sector on CC
  • Strong client and results orientation
  • Very good working knowledge of ITC and computer applications (e.g. MS Office)
  • Fluent written and oral knowledge of English and Urdu. A working knowledge of German would be an asset
