Background and Context:

Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a service enterprise for development cooperation with international operations and global experience. GIZ International Services is preparing to implement the EU funded project “Support to Parliamentary Development in Pakistan”. The overall objective of the programme is to support the consolidation of parliamentary democracy in Pakistan.

The purpose (outcome) of the project is to contribute to sustainable institutional strengthening and operational and technical capacity for improved performance of the Federal Parliament (the National Assembly and the Senate) and of the Provincial Assemblies. To achieve its purpose, the project will work across the following three result areas (outputs) to achieve:

  • Enhanced legislative, oversight, budgetary and representation functions;
  •  Strengthened capacity for administration and support services; and
  •  Facilitated inclusive parliamentary processes and capacity building to end poverty and hunger and promote good health wellbeing and quality education.

Within this context, GIZ InS is looking to hire a full time Financial Affairs Expert, based in Islamabad. The Financial Affairs Expert (m/f/d) will be based in Islamabad and travel regularly to the Provincial Assemblies in Lahore, Peshawar, Karachi and Quetta.

A. Responsibilities

The Financial Affairs Expert

  • Will support the Team Leader
  • Work with the National Assembly, Senate and the Provincial Assemblies on financial affairs, covering but not limited to, government rules of business; budget and fiscal oversight including advising for Public Accounts Committees
  • Coordinate the project activities in the public financial management field

B. Tasks

  • Build capacities of and develop and deliver trainings for Members and staff of legislative assemblies especially on financial affairs
  • Deliver financial expertise for all activities (trainings, reports, publications etc.) of the project
  • Coordinate and oversee the work of Short-Term Experts

C. Required qualifications, competences and experience

Qualifications

  • University degree in Economics, Finance, Accounting, Public Policy and Administration or equivalent (mandatory requirement)

Professional experience

  • At least 7 years professional experience in the field of public finance management reform programmes (mandatory requirement)
  • Within the 7 years, minimum 5 years of experience in managing relevant development programmes including capacity development in a range of parliamentary functions (mandatory requirement)
  • Experience in the following areas is an asset: MTBF; output based budgeting; public sector accounting systems; debt management, audit (internal and external); revenue collection; taxation; payroll and pension; public procurement; corruption; legislation, regulation, law enforcement; civil service reforms, accounting, ERP system/IFMIS
  • Knowledge of EU policies and programmes in the area of democratisation, good governance, PFM is an advantage
  • Knowledge of Pakistani institutional settings (mandatory requirement)
  • Experience in work with legislative assemblies is an advantage
  • Experience in developing countries (mandatory requirement), preferably in Pakistan
  • Experience in implementation of EU-funded Programmes is an advantage

Other knowledge, additional competences

  • Team work skills and good communication and facilitation skills
  • Proven full working knowledge of English and excellent report writing skills (mandatory requirement)
  • Knowledge of Urdu (mandatory requirement)
  • Good working knowledge of ITC technologies (related software, phone, email, internet) and computer applications (e.g. MS Office)
