A.     Responsibilities

The National Project Manager provides support for

  •   the Principal Advisor/AV, Team Leader and Project Manager at HQ for whom he/she performs technical and administrative tasks in coordinating project activities
  •   ensuring EU approval procedures and documentation of NKE selection, IE approvals
  •   ensuring quality of processes- support in preparation, appraisal, trainings and overall components of the projects, and internal evaluation
  •   carrying out specific tasks in connection with knowledge management for the project independently
  •   processes which require representation of InS within GIZ Pakistan and towards the project partner 

The National Project Manager performs the following tasks: 

B.     Tasks 

1.      Coordination and monitoring

The National Project Manager

  •   liaises with focal points at GIZ Country office, clients and partners on administrative procedures
  •   supports project monitoring, updates information on project progress, documents and reports regularly on the status of results recording and documenting the results of all activities
  •   assists with coordinating and documenting meetings, workshops, seminars and other project activities
  •   assists short-term experts assigned to the project in completing their tasks and deals with administrative procedures in respect to the implementation of the project
  •   collects and distributes time sheets of KE and NKE for approval and monitoring
  •   maintains the timesheet tracker and partner monitoring
  •   acts as focal point in respect to several topics within GIZ Pakistan (gender, communication)
  •   preparation, monitoring and documentation of EU approvals (NKE and IE) 

2.      Knowledge management

The National Project Manager

  •   in charge of activities regarding communicating, updating and collecting information on project progress
  •   DMS filing of all project documents especially such as timesheets, technical reports, NKE reports, NKE and IE approvals by EU, EU communication
  •   organises and updates project/programme documentation, the filing systems and the project/programme library 

3.      Implementation of project activities

The National Project Manager

  •   coordinates communication activities with HQ, within the project team and with the GIZ bi lateral portfolio
  •   gathers knowledge on GIZ and EU project management cycle to provide basic training to project staff 

4.      Other duties/additional tasks

The National Project Manager

  •   performs other duties and tasks at the request of management
  •   builds up networks and connections to other development programmes outside GIZ, donors and government bodies to support upcoming acquisitions 

C.     Required qualifications, competences and experience 

Qualifications

  •   University degree in an area related to public administration, international management, project management and/or international affairs 

Professional experience

  •   At least 5-7 years’ experience in the areas of project management, international development, M&E
  •   Prior experience in international development organisations, implementing EU service contracts is considered an asset 

Other knowledge, additional competences

  •   Good working knowledge of ICT technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office, database programmes)
  •   Working knowledge of communication systems e.g. MS-Teams, Skype for Business
  •   Excellent proficiency in English
  •   Strong research and reporting skills
  •   Excellent communication, inter-cultural competencies and networking skills
  •   Ability to work efficiently and independently under pressure and considerable time constraints
