A.    Responsibilities

The Project Engineer

  •   Ensures that the assigned projects are executed with satisfaction for client, customer and GIZ
  •   Operates within the given budget and contractual conditions and parameter of quality and time agreed
  •   Ensures compliance with GIZ policies and P&R
  •   Ensures technical, content-related and organizational implementation of individual components or measures of a contract, project or program.
  •   In consultation with the superior, steers and monitors activities and measures including contract and engineering plans 

In this context, the project engineer fulfils the following tasks:

 B.    Tasks

  •   Regular visits of construction sites to supervise the contractor’s activities on site ensuring that they meet the standards expected by GIZ
  •   Reviews material submitted by contractor for compliance with BoQ and specifications and refers to superior for approval where required
  •   Ensures that contractors comply with the approved drawings and layouts
  •   Reviews existing practice by contractors and makes recommendations
  •   Ensures that the contractor provides the labors with safety equipment at the construction sites
  •   Ensures that the contractors comply with their work plans to complete the works within the specified timeframe
  •   Assesses the work activities of contractors, measures completed work and makes recommendations for progress payments to contractors
  •   Checks and reviews work quantity reported by contractor for interim payment
  •   Prepares daily record of work progress at the construction site
  •   Ensures that the measurement of actual work is done at construction site
  •   Prepares progress reports
  •   Conducts meetings with line departments with close cooperation and coordination of team leader whenever required for solving technical and social problems of the ongoing projects.
  •   Assist in preparing field visits to construction sites for international visitors and GIZ personnel
  •   Performs any other duties deemed necessary 

C.    Required qualifications, competences and experience 

Qualifications

  •  Master’s degree focusing on construction/civil engineering/architecture or similar degree 

Professional experience

  •   Minimum 5 years’ experience working on construction sites as project engineer/supervisor
  •   Site management experience under challenging conditions
  •   Experience with structural calculations and design for civil engineering
  •   Experience in tracking the financial aspect for the implemented activities
  •   Experience with INGOs or NGOs would be preferable
  •   Experience in the Sindh/Baluchistan region 

Other knowledge, additional competences

  •   Fluent in Pakistan official languages (orally and written)
  •   Fluent in English (orally and written)
  •   AutoCad and MS Project knowledge
  •   Competent with MS Outlook, PowerPoint, Word and Excel
  •   Ability to work efficiently and independently under pressure and considerable time constraints
  •   Willingness to travel (interurban) regularly
  •   High communication skills
