A.      Responsibilities

The Social & Behaviour Change Communications Advisor is responsible for:

  •   Liaising with project’s public sector stakeholder and non-government agencies regarding campaigns and events on topics related to occupational safety and health, prevention, labour standards, environmental standards and related themes
  •   Developing an evidence-based prevention strategy for GIZ’s Textile clusters public partners, including Labour & Human Resource Department (L&HRD) and its downstream institution, Saeed Ahmed Awan Centre for Improvement of Working Conditions & Environment (SAACIWCE) and also with Environment Protection department (EPD). This prevention strategy will allow SAACIWCE and EPD to develop a sustainable plan for the upcoming years with regards to interventions aimed at reducing occupational accidents and better of environmental measures in the textiles and fashion industry
  •   Supporting partners in developing evidence based SBCC strategies in context of prevention for campaigns and for implementation across the lifetime of the project
  •   Initiating and implementing large-scale social and behavioural change communications (SBCC) campaigns, in focal districts and for target audience, with the aim of using SBCC tools to generate behavioural insights. These campaigns will incorporate a combination of tools
  •   Coordinating cooperation with external communication service providers (e.g. communications companies, appraisers, agencies, photographers, trainers, copywriters)
  •   Ensuring the monitoring and evaluation of campaigns to ensure its effectiveness and sustainability. This also includes conducting the evaluation of the project’s previous campaigns on Vision Zero and Targeted prevention (chemical and mechanical safety). The Advisor is required to conduct an in-depth evaluation of the campaigns with SAACIWCE to document impact and report on sustainability
  •   Creating and assuring the quality of pools of appraisers, service providers (text, printers, graphic designers, copyeditors, etc.)
  •   Documenting the successes of the project, through success stories, presentations, reports, articles, publications, press releases
  •   Coordinating and implementing communication work (including planning communication budget – quantity, formal and material quality, impact)

1.       Media

The Social & Behaviour Change Communications Advisor

  •   Coordinates media activities of the Textile Cluster projects
  •   Writes and sends out press releases and social media contributions
  •   Supports public sector stakeholders in managing social media posts
  •   Compiles information materials for the media (basic material and for specific occasions) and distributes these systematically in line with the target group’s needs
  •   Works closely with the communications team in GIZ Country Office to prepare content, publications, tweets and stories for the project

2.       Social & Behaviour Change Communications

The Social & Behaviour Change Communications Advisor

  •   Develops an internal SBCC communication strategy for the duration of the project to consolidate the communications interventions planned for each year
  •   Work closely with L&HRD and SAACIWCE and develop a detailed prevention strategy for SAACIWCE
  •   Develops instruments for PR (e.g. brochures, fact sheets, advertising material, info graphics, PowerPoint presentations on the Textile Cluster based on the corporate presentation, newsletters, information sheets)
  •   Manages the necessary coordination processes and the production of publications and materials in accordance with GIZ standards (corporate design, standards for content)
  •   Develop a photo bank to collect, in order, all images from previous and current campaigns and other events
  •   Organise and moderate workshops and project events
  •   Provides editorial support to the team as well as to partners, for website and social media platforms
  •   Coordinates and advises on the online presentations of partners
  •   Advises and supports the team and partners in the execution of evidence-based prevention campaigns

3.       Other duties/additional tasks

  •   Performs other duties and tasks at the request of management

C.      Required qualifications, competences and experience

Qualifications

  •   Master’s degree in development studies, mass communications, media, broadcasting, social sciences, education, or other fields related to the concerns of the project

Professional experience

  •   At least 5 years’ professional experience in the field of communication (media and PR work, journalism, internal communication or similar)
  •   Experience of running at least one large-scale SBCC campaign independently
  •   Experience in communication campaign development
  •   Experience with media production
  •   Experience with working closely with communications companies and media houses
  •   Experience in project and/or event management
  •   Editorial experience, experience in writing articles and press releases (evidenced e.g. by work samples)

Other knowledge, additional competences

  •   Ability to express oneself well both verbally and in writing; polished, target-group oriented style
  •   Knowledge of (Social) Behaviour Change Communication Theories
  •   Good network of media professionals in the country
  •   Very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  •   Very good knowledge of the English and Urdu language, proficiency of German is an asset
  •   Basic Knowledge of graphics applications is an asset
  •   Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
  •   Willingness to travel to selected districts when required, for recording success stories or to implement various activities as required under SBCC campaigns
