A.     Responsibilities

The Technical Advisor Climate Adaptation and Coordination (Khyber Pakhtunkhwa) is responsible for:

  • Supporting project team in the management and implementation of project activities under GIZ’s “Strengthening Climate Adaptation and Resilience (SAR)” programme in KP
  • Supporting the team in executing project activities related to climate risk assessment and integrating climate risk management into policy planning and budgeting processes in KP
  • Coordinating and bridging project team with key provincial actors specially Planning and Development Department and other sectoral departments such as agriculture, PDMA, EPA, health and social protection related to the project
  • Bridging federal (MoCC, GCISC) and provincial actors for improved integrated response to climate change challenges in the province
  • Coordinating with P&D and PDMA to implement climate risk assessment in KP
  • Supporting the project in establishing climate change cell at P&D department KP and develop relevant capacities of P&D officials
  • Supporting the project in developing processes to mainstream climate change into planning and budgeting templates while working with P&D and pilot land department
  • Supporting the project in developing and employing relevant capacity development services for improved risk assessment process, outputs and use at provincial and local level.
  • Leading/supporting the implementation of field activities including climate risk assessments (most probably in the agriculture sector) and piloting of financial and non-financial measures in select districts of KP
  • Coordinating and co-organizing capacity developing training programs for provincial departments and their staff related to SAR project (M&E adaptation platform, risk analysis, screening tools)
  • Executing and leading the campaigns for improved awareness on climate resilience and adaptation among vulnerable populations with particular focus on youth and women.
  • Stock taking and update project team on donor-led interventions on climate resilience in Pakistan
  • Supporting the provincial partners to improve their processes related to the inter-institutional coordination of climate risk analysis and management

B.     Tasks

The Technical Advisor Climate Adaptation and Coordination (Khyber Pakhtunkhwa) performs the following tasks:

  • Advise on and provide all project partners (Planning and Development Department in KP and related land departments) with capacity development measures regarding climate risk assessments and its integration in policy planning and decision making
  • Design, prepare and implement capacity workshops, seminars and other events on issues connected with the programme’s area of activity at provincial level
  • pro-actively contribute to communication, coordination, and programmes with partners at provincial and local level
  • Foster cooperation, regular contact and dialogue and maintains good working relationships with partners and other stakeholders in the sector, including the target groups
  • Develop necessary documents for the follow-up of outsourced activities and their management from initiation to execution and closing, including the preparation of documentation on above mentioned activities and assist with GIZ internal and external reporting.
  • Ensure cooperation and dialogue with partners, relevant organisations, consultants and individuals in the programme environment and with other projects to improve and maintain good working relationships
  • Elaborate with the management a mapping of all relevant stakeholder and implementation partners in KP
  • Supervise the achievement of indicators for all components of the project and supervise the quality of results and information of the result-based monitoring system
  • Report regularly on the status of results to various actors and compiling programme relevant information and ensure knowledge transfer.
  • Develop ready-to-use strategies and technical concepts, including guidelines, manuals and procedures
  • Formulate appropriate input for various programme reports including annual reports and contribute to other reports required by the management and GIZ Head Office
  • Carry out research for activities and studies on political issues which benefit joint programmes
  • Undertake additional tasks on request of the superior/management

C.     Required qualifications, competences and experience

Qualification

  • University degree (Masters’ or Bachelors’ degree) in economics, geography or other social sciences, climate change adaptation, development studies or related fields from a recognized institution

Professional experience

  • At least 5 years of professional experience in a comparable position in the development sector and/ or research related position and/ or international or national Non-Governmental Organisation
  • Strong coordination experience with relevant key actors including P&D, PDMA, Agriculture, EPA, Health and Social Protection departments in KP
  • Experience of conducting/ coordinating climate risk assessment in at least one sector including agriculture sector
  • Experience in implementing climate-related projects at community and local level with activities on needs and capacity assessments and implementation of adaptation actions
  • Experience of establishing and maintaining working relationships with the government representatives at provincial level and private sector organizations in different functions
  • Work experience within the German Development Cooperation would be an asset

Other knowledge, additional competences

  • Network to climate change research and relevant institutions and stakeholders in Pakistan is beneficial
  • Teamwork with strong communication skills and capacity to work under pressure and short deadlines
  • Cross cultural awareness and ability to work amongst a diverse group of staff, and partners
  • Self-starter with the ability to pro-actively drive and maintain communications with various stakeholders, including government, private sector, academia and civil society
  • Very good knowledge of local structures and context in Pakistan and its challenges (especially related to climate change)
  • Very good network in the field of climate change in Pakistan, especially concerning climate change data and implementing climate change adaptation
  • Strong client and results orientation
  • Very good working knowledge of ITC technologies and computer applications (e.g., MS Office)
  • Fluent written and oral knowledge of English, Urdu and Pashtu/Hindko. A working knowledge of German would be an asset
