A.     Responsibilities

The Technical Advisor is responsible to:

  • Plan and implement learning & exchange including knowledge preparation and dissemination activities concerning all pillars of sustainability in the textile and fashion industry
  • Engage the stakeholders in understanding, developing and executing joint actions on sustainable practices in the textile and fashion industry
  • Support the Component Leader in the planning and management of component to facilitate partner structure in managing learning & exchange including knowledge management activities
  • Provide advice to the partners for achieving the project objectives with regards to the learning, exchange and knowledge management as per interventions of Textile Cluster
  • Facilitate the team and partners in implementing learning & exchange strategies (thematic communities, documentation, digital learning platforms etc.) and showcasing best practices among stakeholders within and outside of Pakistan

B.     Tasks

1.     Professional advisory services

  • Prepare and execute the skeleton of enriching learning and exchange among partners and stakeholders on critical concerns of sustainability in the textile and fashion industry
  • Develop ready-to-use strategies and technical concepts, including guidelines, manuals etc. for the good learning, exchange and knowledge management practices
  • Advise and support partners in planning and executing initiatives on ‘Community of Practices (CoPs)’, learning & exchange platforms and linking them with ‘Textile Industry Sustainability Forum’
  • Identify capacity requirements of partners in managing CoPs and exchange platforms to facilitate them in upgrading their competence in smooth execution
  • Produce the model of identifying and generating knowledge including dissemination streams focusing on digitisation, communication and visibility measures
  • Prepare coordination processes, implementation models, participation guidelines, learning, exchange and knowledge sharing streams
  • Establish and maintain processes to ensure knowledge management strategies are shaping for informed decision making
  • Support the development and dissemination of learning, exchange and knowledge through enhanced communication, strengthened knowledge products and publications
  • Advise on and promote creative solutions for knowledge management within and among the stakeholders.

2.     Management

  • Support in managing the overall implementation of learning, exchange and knowledge management within the textile and fashion industry value chain as per programmatic interventions as well as in the broader context of Textile Cluster
  • Provide support to the component in the context of scaling up the learning, exchange and knowledge management strategies, including the support to develop operational plans, monitoring and evaluation of interventions
  • Hire short term experts to support the implementation, guide them in developing work plans and monitor their performance in the context of impact
  • Ensure innovation, digitisation and simplification as foundational elements in the cooperation management with partners

3.     Knowledge management

  • Support learning, exchange and knowledge management within GIZ to further develop the strategies
  • Manage the involvement of stakeholders in knowledge sharing in the textile and fashion industry
  • Guide the communication team in developing PR material to communicate the benefits of various interventions
  • Facilitate the preparation of business cases to institutionalize the learning, exchange and knowledge management’ strategies successfully
  • Coordinate with other components/ thematic areas to identifying the joint topics and proposing the coherent work approaches and development concepts
  • Support cooperation with textile business associations, governmental stakeholders, private sector and project partners
  • Establish and develop networks for knowledge sharing and co-creation

4.     Other duties/additional tasks.

  • Keep project documentation up-to-date
  • Performs other duties and tasks at the request of the superior/management
  • Carry out translation for international experts, when required

C.     Required qualifications, competences and experience

Qualifications:

  • University degree in management sciences, business administration, environmental, social & behavioural sciences, textile or garment engineering, or economics from a reputed university or similar qualification of a relevant field.

Professional experience:

  • At least 5 years of working experience of which three years on learning, exchange and knowledge management, organisational development, dialogue & exchange, stakeholder’s coordination or cooperation
  • Proven experience in establishing an interactive dialogue platform and change processes through exchange between multiple stakeholders
  • Proven experiences in working with different stakeholder groups like public and private sectors and decision-makers
  • Work experience in advising industry related to sustainable development
  • Familiar with monitoring, evaluation and performance measurement approaches

Other knowledge, additional competences

  • Highly motivated and able to work independently with high outputs of high quality
  • Excellent working knowledge of ITC technologies (related software, phone, email, the internet) and computer applications (e.g. MS Office)
  • Excellent command of the English (speaking and writing) and Urdu language
  • Exposure of presenting and knowledge of national and global forums
  • Leadership development certificates and capacity building sessions are preferred
  • Very good management and organisational skills as well as a high preference for accuracy and quality are a must
  • Strong skills in stakeholder relationship management
  • Willingness to travel when required.
