A.    Responsibilities

The Technical Advisor is responsible for

  •   Supporting the management, partner and external consultants in implementing trainings, awareness raising campaigns, events and dialogues on psychosocial topics
  •   Ensuring the establishment of a relationship of trust and respect between the consultants and target groups, partner and non-governmental organizations
  •   Ensuring that methodological knowledge and approach for the activities are culturally and gender-sensitively adapted
  •   Create independently ideas to implement the activities of the project and finally support the vulnerable and disadvantaged target group 

The Technical Advisor is responsible for the following tasks: 

B.    Tasks 

1.     Planning and conduction of awareness campaigns, events and dialogues

  •   Develop proactively ideas and monitor various options to sensitize the target groups related to psychosocial support in close cooperation with consultants, management and partners
  •   Setup community-based project with both target groups for the communities
  •   Support cooperation and regular dialogue on community and provincial level
  •   Implement result-oriented and monitor the implementation of the awareness campaigns, trainings, including supervision sessions, dialogue and events on community level on psychosocial topics (e.g. conflict management, peacebuilding, self-efficacy, violence, disorientation, isolation, child and youth empowerment, health, education, food security, resilience)
  •   Maintain in close cooperation with the Technical Advisor for M+E a quality assurance system that depict the behavioural changes of the target groups during the project duration and includes suggestions concerning necessary changes and improvements to increase social cohesion and wellbeing
  •   Communicate local interest and efforts, forwarding these and encourages sharing of ideas and information for the benefit of the project
  •   Cooperate with relevant organization, non-governmental agencies and individuals on the programme environment and with other projects to improve and maintain good and trusty working relationships
  •   Assist the management with general project planning and implementation ((quality-) management, monitoring, communication and documentation)
  •   Assist in PR and M+E related activities 

2.     Knowledge management

  •   Compiling materials, methods and tools of (Mental Health and Psychosocial Support) MHPSS – also used by other actors – in close cooperation with the partner and external consultants and management and other technical officers and adapting them based on the needs of the target groups or if necessary, elaborating additional materials
  •   Drawing up reports and translations of the awareness campaigns and events and information material
  •   Assembling data on awareness events and the various target groups
  •   Organising and updating project documentation 

3.     Other duties/additional tasks

  •   performs other duties and tasks at the request of management 

C.    Required qualifications, competences and experience 

Qualifications

  •   B.A. /Master/MSc in an area in the related project objectives with a focus on a relevant field in social science (psychology, psychotherapy) 

Professional experience

  •   At least three (3) years working in the field of mental health and psychosocial support
  •   At least three (3) years in community-based psychosocial counselling
  •   At least three years (3) of experience in the field of organising technical events and campaigns and on community level and with refugees
  •   Experience in networking with non-governmental organisation, government agencies, universities and professional associations 

Other knowledge, additional competences

  •   Fluent in Pashto and English (orally and written), good knowledge of Urdu language
  •   Very good working knowledge of ITC technologies (related software, phone, email, internet) and computer applications (MS Office, MS Excel, and MS Access in an asset)
  •   Ability to work efficiently and independently under pressure and considerable time constraints
  •   Familiar with planning, implementation, and reporting procedures and their changes in an international organization
  •   Ability to represents the interest of GIZ-assisted measure and always acts on its behalf
  •   Excellent interpersonal and communication skills with a strong target group service mentality
  •   Ability to act with the utmost discretion and confidentiality, especially in terms of information and details obtained on and from target groups
  •   Conscientious/reliable, committed, team player, assertive
  •   Good negotiation skills and intercultural skills are essential
  •   Willingness to upskill as required by the tasks to be performed
  •   Willingness to undertake official travel
