Technical Advisor Urban Projects (Reference No. RMSP 2020/009)

Background and Context

After forty years of protracted displacement, Pakistan continues to host over 1.4 million registered Afghan refugees. In this context, and on behalf of the German Federal Foreign Office, GIZ has been implementing the ‘Refugee Management Support Programme' (RMSP) since August 2017. RMSP focuses on enhancing the Ministry of States and Frontier Regions’ (SAFRON) capacity to manage the situation of Afghan refugees in Pakistan with specific advisory services for the Chief Commissioner for Afghan Refugees (CCAR), and the Commissioners for Afghan Refugees at the federal and provincial level. Furthermore, RMSP supports cross-border cooperation between relevant international organizations present in Afghanistan and Pakistan with a view to identify opportunities to assist Afghan returnees, including through enhanced dialogue between Pakistan’s Ministry of SAFRON and Afghanistan’s Ministry of Refugees and Repatriation (MoRR).  RMSP continues to implement stabilization projects in the border region of Baluchistan and projects in urban areas of Quetta and Rawalpindi to promote social cohesion between Afghan refugees and their host communities through Urban Cohesion Hubs, with an emphasis on the outreach to- and inclusion of marginalized groups from both populations. RMSP has already established an urban Cohesion Hub (UCH) in Quetta where the hub in Rawalpindi will be established this year.  

Within this context, GIZ RMSP is looking to hire a full time Technical Advisor Urban Projects, based in Islamabad.

A.    Responsibilities

The Technical Advisor Urban Projects is responsible for:

  • Planning and implementation of activities in urban areas, especially Rawalpindi and Islamabad and the subsequent monitoring and evaluation of those activities
  • Advise Ministry of SAFRON and CCAR on the management of urban refugees and implementation of projects in urban refugee hosting settings
  • Close liaison with relevant government departments with the office of the Chief Commissioner for Afghan Refugees (CCAR) and UNHCR
  • Knowledge management
  • Monitor gender related issues that pertain to project implementation in urban areas
  • Provide support and information to the Communications and Outreach as well as M&E teams   
  • Prepare (plan and organize) different missions and visits to the project sites

B.    Tasks

1.     Implementation of projects in refugee hosting communities in urban settings

  • Under the guidance of the Senior Technical Advisor, the Technical Advisor Urban Projects:
  • Plans and implements activities for urban refugees and their host communities in Rawalpindi and Islamabad particularly in the framework of the Urban Cohesion Hub (UCH) and its related activities in line with the priorities agreed with the Ministry of States and Frontier Regions (SAFRON) and CCAR
  • Provides policy advice to SAFRON and CCAR on urban refugees and GIZ models to implement activities with the refugees and hosting communities in urban settings
  • Liaise closely with other agencies working on similar projects i.e. UNHCR, NGO’s etc.
  • Involve authorities i.e. CCAR Islamabad in the planning and monitoring of GIZ activities
  • Organize field visits to the project sites for monitoring and ensuring quality implementation   
  • Technically support the implementing partner in the implementation of the Community Initiative Fund (CIF)

2.     Coordination and M&E

The Technical Advisor is expected to monitor and coordinate all project activities in his/her field of responsibility:

  • Provide advisory services liaison support to CCAR, UNHCR and other stakeholders and make sure that approaches are coordinated and coherent and in line with the agreed interventions
  • Ensure that M&E activities are coordinated with the RMSP M&E Advisor to generate all data needed for appropriate M&E of the implementing partner and other RMSP activities
  • Assist the Senior Technical Advisor with the coordination of all RMSP activities in Rawalpindi and Islamabad
  • Coordinate with the Communications and Outreach team regarding key messages for Afghan refugees and host communities who avail the services of the UCH.  

3.     Knowledge management

The Technical Advisor Urban Projects  

  • Provide information and documents to CCAR and SAFRON on implementation updates 
  • Suggest and coordinate necessary research and make sure that results are appropriately communicated among relevant stakeholders
  • Support, through organizing events and publications, awareness raising about quality management requirements and successful implementation examples
  • Support the Communications and Outreach team by providing relevant information for PR and visibility of the activities implemented in urban settings
  • Assist Technical Advisor M&E in coordinating data and MIS for smooth monitoring and supervision of the activities.

C.    Required qualifications, competences and experience

 Qualifications

  • Master’s degree in Social Sciences, Rural Development, or any other relevant field

Professional experience

  • Minimum 3 years of profound professional experience with Afghan refugees preferably in urban areas, youth empowerment including monitoring & evaluation and outreach
  • Experience in project management
  • Experience in working with implementing partners i.e. NGOs and international development partners

Other knowledge, additional competences

  • Good working knowledge of ITC technologies (related software, phone, email, internet) and computer applications (e.g. MS Office)
  • Sensitivity regarding confidential handling of data and information
  • Experience of working in challenging environments
  • Excellent English communication (including written and spoken skills), proven report-writing competence and experience and knowledge of Pashto and Dari will be preferred
