Position Title:                   Regional Program Manager

Human Development Foundation (HDF) was founded in 1997 by Pakistani diaspora in North America as a gift to homeland on its 50th anniversary, with a passion to pay back to the communities they belong to. Over past 24 year, HDF has positively impacted lives of 3.4 million fellow countrymen through direct service delivery in the areas of Education & literacy, Primary Healthcare, Livelihood & Food Security, Sustainable Environment and Disaster Response with its physical footprint in 88 Tehsils of 53 Districts from AJK till Tharparkar.

Position Description

Program Manager will be responsible for overall management and implementation of the program in his/her respective region. He/she will plan, achievement of deliverables within defined timelines and according to the standard operating procedures of the foundation. S/he is responsible for contributing to program design and development; technical support to interventions; measurement, research and documentation; representation and partnership development, proposal and resource development; and training, mentoring and organizational learning of staff for implementing the program in the region. S/he will ensure regular reporting to the head office and monitoring and supervision of program staff.

Key Responsibilities:

Coordination with Partners:

  •         Establish and maintain good relationships with partner banks, MFIs, and with other important stakeholders
  •         Develop and keep positive ongoing relationship with current partners and offer new ways to grow the partnership
  •         Ensure that partnership objectives are met within HDF’s policies, procedures, strategies and maintain close coordination with other program and operations units.
  •         Represent the HDF on different forums through active participation
  •         Ensure timely reporting with partners

Program oversight- 

  •         Support design and organization required for assessments, baselines and evaluations,
  •         Planning, development and execution of Annual Development Plan of the region
  •         Ensure supervision and guidance of District Program Manager, Area Operations Manager, Area Managers and Branch Managers under micro finance partnerships
  •         Monitor daily, weekly and monthly activity plans of program and microfinance teams to make sure that the genuine financial requirements of the community members are met for productive income generating activities
  •         Support agriculture livelihood through financing and modern agriculture practices
  •         Train and deploy Social Mobilization (SM) Team for efficient support to community to empower village-centric holistic community development,
  •         Provide guidance to SM teams and ensure the inclusion of vulnerable communities, including women, the poor and socially excluded groups in the social mobilization process.
  •         Promote quality education for all, especially girls at regional level
  •         To make sure that the health program is planned and implemented properly
  •         To make sure that CHC environment acceptable for community members.
  •         Impart nationally/internationally employable skills to youth specially girls 

Operational Management – Financial, Administrative and Human Resource

  •         Ensure high quality reporting on financial expenditures to the program’s donors and head office
  •         Oversee implementation of program activities and ensure that program interventions are delivered on time, on budget and in compliance with HDF program strategy
  •         Responsible and act as safeguard of the HDF assets, buildings and staff 
  •         Ensure compliance of organizational policies in procurement and logistics
  •         Facilitate transparent financial management of the program that is able to stand up to regular audits and evaluation
  •         Plan and approve program staff leave without affecting the program workplans and timelines.
  •         Ensure high quality accountability, transparency in procurement of services, works, goods and selection of beneficiaries
  •         Responsible for overall human resource planning at regional level

Minimum Requirements

Qualification:

Masters in Social Science, Management Science/Project Management, from reputable institution.

Experience

  •         Minimum 7-10 years of professional working experience in development sector organizations at managerial and supervisory level.

Skill Set

  •         Fluent in English. Knowledge of local languages will be an added advantage
  •         Good interpersonal skills with experience in networking with partners at all levels (ministry, donors, private sector, NGOs and local community-based organizations)
  •         Experience working with or in international and donor organizations with implementation of participatory projects
  •         Demonstrated written, analytical, presentation, reporting and computing skills
