The Regional ICT Coordinator role, based in Islamabad, Pakistan, is a fixed-term position responsible for managing ICT systems and services across the ISL and BEJ Regional Delegations. This leadership role requires strong management capabilities to oversee diverse teams and ensure ICT service delivery aligns with the Global ICT Strategy. Candidates should have a solid technical background combined with extensive experience in ICT management and data-driven approaches to enhance operational efficiency and decision-making. The position offers a competitive monthly salary ranging from PKR 411,200 to 516,300 and requires a minimum of 10 years of relevant professional experience.
Key Responsibilities
Advise delegation staff on ICT matters to ensure that ICT services support operational priorities and institutional strategies effectively. Implement and maintain innovative information systems as requested by delegation management, ensuring continuous service and integration with the ICRC’s overall information system. Develop, adapt, and enforce ICT policies, rules, and procedures tailored to local contexts and operational requirements. Negotiate contracts and agreements with local service providers while protecting the interests of the organization. Oversee the implementation, maintenance, and monitoring of communications infrastructure in accordance with institutional guidelines and local conditions. Enforce cybersecurity measures to comply with institutional cybersecurity standards and operational security regulations. Supervise the testing and configuration of ICT equipment, hardware, software, and networks to ensure optimal performance. Organize awareness activities to improve staff digital and cyber literacy and promote understanding of ICT policies and tools. Collect and assess ICT needs from delegation staff in collaboration with regional and global ICT teams. Lead and manage ICT support teams, focusing on team development, collaboration, and operational excellence. Ensure ICT preparedness by coordinating system updates and working closely with Supply Chain Management Services (SCMS) to support delegation security and contingency planning. Maintain regular communication with relevant personnel across ISL and BEJ delegations through electronic means or travel. Support team performance management by setting objectives, providing continuous feedback, and conducting intermediate reviews. Coach and develop team members by identifying training needs and facilitating participation in institutional training programs. Foster a positive working environment, participate in conflict resolution, and contribute actively to internal meetings.
Required Qualifications
A minimum of 12 years of professional experience, including at least 4 years managing an ICT team with responsibility for financial, material, and human resources within complex ICT operations. At least 4 years of experience as an ICT Engineer. Between 4 to 5 years of troubleshooting experience in ICT service areas such as workplace services, telecommunications, IT, or help desk support. A post-graduate degree in telecommunications, electronics, computer science, or a related field. ICT management certification such as ITIL or COBIT. Strong technical expertise in ICT systems and services.
Preferred Qualifications and Benefits
Experience managing ICT projects in multi-country or regional contexts is highly desirable. Background in digital transformation initiatives or data-driven projects is considered an asset. Certification in project management methodologies such as PMP, PRINCE2, or Agile is advantageous. Microsoft certification (MCSA level) or an equivalent credential is preferred.
