EPI Specialist

Purpose of the Assignment:

To bridge outbreak response and routine immunization strengthening in affected and high-risk districts, integrating EPI data into outbreak planning, evaluating immunization system performance, identifying zero-dose and under-immunized pockets, and providing technical guidance on vaccine logistics and EPI operations during and after outbreak response.

• Duties & Responsibilities:

  A. Integration of EPI Data into Outbreak Response

  •      Integrate routine EPI data — including vaccination coverage rates, defaulter tracking, and district immunization profiles — into outbreak investigation and response planning to identify zero-dose and chronically under-immunized pockets.

  •      Analyze immunization system performance data to identify structural, logistical, or demand-side factors contributing to susceptibility in affected districts.

  •      Map zero-dose and under-immunized children in outbreak zones and ensure they are prioritized in outbreak response campaign planning and implementation.

  •      Collaborate with the Epidemiologist and Data Management Officer to triangulate EPI data with AFP and ES surveillance findings for comprehensive risk assessment.

  B. Routine Immunization Strengthening

  •      Evaluate the implementation of Reaching Every District (RED) framework components — including re-establishing outreach sessions, supportive supervision, community links, and monitoring — within outbreak zones.

  •      Identify gaps in routine immunization service delivery and propose targeted corrective actions and system improvements to prevent recurrence of susceptible cohorts.

  •      Support development and implementation of catch-up immunization plans for missed children and high-risk populations in affected and adjacent districts.

  •      Liaise with district EPI teams, Lady Health Workers (LHW) programs, and other health workers to strengthen routine immunization delivery during and after outbreak response.

  C. Vaccine Logistics & Cold Chain

  •      Identify cold chain gaps at district and sub-district levels and recommend corrective actions to ensure vaccine potency and coverage.

  D. EPI Staff Coordination & Capacity Building

  •      Contribute to post-response assessments with specific analysis of EPI system performance and recommendations for sustained routine immunization improvement.

  Competencies & Skills:

  •      Strong technical knowledge of immunization program management, cold chain systems, and vaccine logistics.

  •      Proficiency in EPI data analysis, coverage survey methodologies, and RED framework implementation.

  •      Familiarity with Pakistan's EPI program structure, vaccine-preventable disease surveillance, and district health systems.

  •      Ability to integrate routine immunization and outbreak response planning in complex operational environments.

  •      Teamwork, results orientation, effective communication, and adaptability.

  Education:

  Master's degree in Public Health, Epidemiology, or a closely related field from a recognized university or successful completion of EIS/FETP. A medical background (MBBS/MD) with EPI specialization is an advantage.

  Experience:

  •      Minimum 5 years of experience in immunization program management, EPI, or vaccine-preventable disease control.

  •      At least  3 years of field experience with polio eradication, EPI, or SIA operations in Pakistan.

  •      Demonstrated experience in integrating routine immunization data with outbreak response planning, including zero-dose identification and catch-up strategies.

  •      Experience with cold chain management, vaccine logistics, and supply chain monitoring in resource-limited settings.

  Languages:

  Fluency in English and Urdu required. Proficiency in the regional language of the assigned province is a significant asset.

  Duration of Assignment:

  Initial 3 months, renewable on a yearly basis thereafter based on performance and program needs.

  Coordination & Reporting:

  The EPI / Immunization Specialist will report to the National RRT Lead and will remain in close coordination with the NEOC EPI-PEI Synergy Task Team.
