To lead field outbreak investigations, conduct epidemiological data analysis, and map transmission risk foci to guide timely, targeted, and evidence-based response actions at the district and provincial levels.


Responsibilities

Duties & Responsibilities:

A. Outbreak Investigation & Case Verification

• Conduct verification for Acute Flaccid Paralysis (AFP) and other poliovirus-related events in coordination with district surveillance officers and DHO Office.

• Perform linkage analysis between AFP cases, environmental surveillance (ES) samples, population mobility and immunization data to identify transmission chains and risk foci.

• Assess outbreak transmission risk using National investigation guidelines.

• Lead field visits to affected districts within 24-48 hours of alert activation or any programmatic trigger generated by RADS unit.

B. Epidemiological Analysis & Risk Mapping

• Analyze surveillance data from multiple streams (AFP, ES, SIA coverage, immunization records) to identify geographic and population-level vulnerabilities.

• Lead the design of and targeted risk assessments tailored to local epidemiological context.

• Develop and maintain risk maps identifying high-priority areas for response, including mobile and migrant populations, border zones, and underserved communities.

C. Situation Reporting & Recommendations

• Provide evidence-based recommendations for targeted Supplementary Immunization Activities (SIAs), surveillance intensification, or other outbreak response measures.

• Convert recommendations to trackable action plans in coordination with respective DEOCs and PEOCs and relevant stakeholders.

• Contribute to outbreak closure assessments by validating that transmission has been interrupted based on epidemiological evidence.

D. Surveillance System Strengthening

• Support strengthening of AFP and ES surveillance systems at district levels during investigations for identifying gaps and proposing corrective actions.

Competencies & Skills:

• Strong leadership and team building approach.

• Demonstrated epidemiological investigation, data analysis, and risk assessment skills.

• Proficiency in Epi Info, STATA, R, or similar epidemiological software.

• Ability to work effectively under pressure in field conditions for longer periods, including remote and insecure environments.

• Excellent technical report writing and oral communication skills in both English and Urdu.

• Collaborative teamwork, adaptability, and results orientation.

Education:

Master's degree in Epidemiology, Public Health, or a closely related field from a reputable university or successful completion of EIS/FETP. A medical background (MBBS/MD) with EPI specialization is an advantage.

Experience:

• Minimum 5 years of experience in epidemiological surveillance, outbreak investigation, or public health emergency response.

• At least 3 years of field experience in Pakistan's public health system, preferably with polio eradication or infectious disease programs.

• Experience in designing and conducting field surveys, contact tracing, and environmental sampling operations.

• Familiarity with WHO outbreak investigation and response protocols, including AFP surveillance standards.

Languages:

Fluency in English and Urdu required. Proficiency in the regional language of the assigned province (e.g., Pashto, Sindhi, Punjabi, Balochi) is strongly preferred.

Duration of Assignment:

Initial 3 months, renewable on a yearly basis, based on performance and program needs.

Coordination & Reporting:

The Epidemiologist will report to the National RRT Lead and would be in close coordination with the NEOC Surveillance Task Team.
