IRC has been working in Pakistan for over 30 years, and manages and delivers large, complex programs to meet the needs in health, education, protection, environmental health and livelihoods for displaced, poor and disaster affected communities. IRC works in partnership with local government and non-governmental organizations and currently works in the Khyber Pakhtunkhwa and Sindh provinces.

IRC Pakistan will be implementing five years “leveraging Inclusive WASH For Empowerment in Pakistan (LIFE-Pakistan) project i.e. Water For Women Fund supported by Department of Foreign Affairs and Trade, Australian government.

With an overall goal of gender equitable and socially inclusive WASH services for improved health conditions of marginalized groups, this project aims to directly improve the lives of 168,000 beneficiaries in 75 villages in three districts of KP, Pakistan.

The project will reach its goal through three pillars:

1. Inclusive community level WASH
2. Improved WASH governance
3. Strengthened decision making around WASH.

The project will focus on schools and health centers that serve communities, as well as community and household WASH. A process of participatory training and discussion will be utilized to strengthen women’s role in the community, and will be supported with life skills training and gender protection programming. Knowledge management and learning through ongoing monitoring, periodic evaluations and research will keep the project on track, provide evidence for advocacy for improving legislative environment, and draw learning for future programing.

Job Overview/Summary: The WASH Manager is responsible for the organization and technical management of water, sanitation and hygiene project and activities, ensuring that activities are relevant, successfully implemented and sustainable.

Major Responsibilities:

• Provide advice and guidance to the team members in implementation of key gender and inclusion components.
• Ensure gender analysis and gender mainstreaming following to the outputs of these analysis for all the interventions in the respective project.
• Provide advice and support on gender and inclusion to the technical staff working within the respective field offices.
• Analyze and ensure the interventions are sensitive to issues of inclusion of groups who are facing with various disadvantages and subject to different vulnerabilities, notably women, youth, transgender, poor and persons with disabilities.
• Support in updating and sharing with staff recent developments and knowledge tools in the areas of interventions.
• Keep abreast of gender and social inclusion issues so as to advise programmes on roles, responsibilities and access to services and livelihoods opportunities for groups/populations/people subjected to various disadvantages.
• Ensure IRC MEAL system collects the necessary disaggregated data by gender, age and ethnicity. And information to reflect on gender and social inclusion issues in programme progress and impact. In coordination with the Project Coordinator and WASH Manager, train relevant staff to that effect.  
• Provide relevant input on gender and social inclusion for project documents (reports, strategy), ToRs, Steering Committee meetings etc.
• With the Project Management, analyze the key project stakeholders, including NGOs/CSOs and government counterparts, assess their capacity and identify capacity building needs in relation to gender roles and vulnerable groups roles and needs to meet project objectives.
• Liaise with key national and internationals stakeholders, key domestic political and civic actors, civil society organizations, international NGOs, UN agencies and donors in the region to facilitate and enhance contribution towards the implementation of the gender equality agenda.
• Attend conferences and seminars as directed by the supervisors in the region, and provide feedback to the team accordingly.
• Provide updates on the development of gender related issues in selected districts of Khyber Pakhtunkhwa for LIFE-Pakistan project.
• Provide guidance to programme teams in data collection, compiling lessons learned, establishing indicators to support knowledge sharing on gender equality and social inclusion aspects.
• Development of project documents and policy frameworks and research area and gender issues for best practices as directed by supervisor.
• Participate in gender related community of practice in the province.
• Document programme and project developments as they relate to gender equality issues.

Job Requirements

a)      Education:

·         Master Degree in Gender studies/Inclusion or other relevant field, preferably with inclusive WASH specialization.

b)      Work Experience:

·         Minimum 4 years’ experience in GESI projects, preferably in an NGO environment.

c)      Demonstrated Skills and Competencies:

·         Strong technical design skills.

·         Highly effective written and verbal communications skills.

·         Strong project management, planning, organizational, interpersonal, and communication skills

Language Skills:

·         Must be fluent in Urdu & English languages.

·         Pashto language will be preferred.
