BACKGROUND
Since its inception in 1933, the International Rescue Committee (IRC) has been a global leader in rapid response and durable solutions for conflict- and crisis-affected populations. The IRC is also recognised globally as a leader in preventing and responding to violence against women and girls (VAWG). Our comprehensive approach supports the pursuit of the IRC’s broader vision: a world where women and girls live free from violence as valued and respected members of their community.
Over three years (2014 - 2017), the IRC is developing, implementing and evaluating the COMPASS programme (Creating Opportunities through Mentoring, Parental Involvement and Safe Spaces) in the Democratic Republic of Congo (DRC), Ethiopia and Pakistan. This programme identifies, acknowledges, and responds to the vulnerabilities of adolescent girls by establishing a foundation for their healthy transition into adulthood in humanitarian crises. It specifically seeks to improve the prevention and response to violence against adolescent girls in humanitarian settings. This includes strategies such as: safe space programming including life skills training and asset building; mentoring activities with the support of older adolescent girls; and engagement with service providers and caregivers to better prioritise and meet the needs of adolescent girls.
SCOPE: The IRC is seeking a consultant to help provide interim remote technical support to the COMPASS project in Pakistan. The goals of this consultancy are:
· To build technical capacity of the COMPASS Manager in-country and to ensure that best practices are applied.
· To work together with the COMPASS Programme Coordinator (UK), COMPASS Research, Monitoring, Evaluation Manager (US) and the COMPASS Pakistan team to ensure that all key program activities are technically sound, and that monitoring data is consistently collected, analyzed and reviewed to inform programme activities.
CONSULTANT RESPONSIBILITIES
Provide remote technical oversight of the COMPASS program by planning, coaching, and training COMPASS manager and team and, as appropriate, implementing partners
The consultant will be managed by the Deputy Director for Programs in Pakistan, with technical support and oversight from the WPE Technical Advisor. The consultant will work remotely with the COMPASS field team in Pakistan with regular communication with the COMPASS Programme Coordinator and COMPASS Research, Monitoring and Evaluation Manager.
It is envisaged that the consultant would work part time, with a schedule to be agreed with IRC.
TIMELINE
The consultancy will have an expected duration of three months. We would like the consultant to start as soon as possible.
REQUIREMENTS
· Advanced degree in social work, public health, international development or other related degree preferred
· Minimum of 5 years of overseas management and/or coordination experience in projects related to women’s rights, gender-based violence, gender equality and/or women’s empowerment
· Exemplary communication skills, including writing and analytical skills
· Proven sound judgment and decision-making skills
· Experience managing medium to large teams and working in tandem with local and international partners
· Experience with research projects and academic partners a plus
· Relevant working experience in the region preferred
· Fluency in English
