IRC has been working in Pakistan for about 40 years, and manages & delivers large, complex programs to meet needs in health, education, protection, environmental health and livelihoods for displaced, poor & conflict-affected communities. IRC works in partnership with local government and non-governmental organizations and currently works in Balochistan, Khyber Pakhtunkhwa, Punjab and Sindh provinces.

Job Overview/Summary:

Under the supervision of Sr. AMU Coordinator primary responsibility of Quality Assurance Manager would be to review the project contracts, agreements and addendums, support and assist the day-to-day management of tasks and respond requests of programs and support departments on contractual requirements. 

Major Responsibilities:

Contract/Agreements Management  

  • Evaluating, negotiating and executing various contracts/agreement with difference donors
  • Creating and maintaining relationships with donors and fund managers
  • Maintaining correspondence and documentation related to contracts/Agreements
  • Communicating and presenting information to stakeholders regarding contracts/agreements
  • Support AM Coordinator and HQ/Regional team in reviewing draft contracts, addendum, agreements reviewing contract/agreements and share timely feedback
  • Monitoring contracts/agreements and moving forward with close-out, extension or renewal of contracts
  • Problem-solving contract/agreement-related issues
  • Coordinate contract, addendum and agreements review with program, finance, supply chain, partnership and communication department and collate feedback
  • Review the annexes of the agreements, addendum, MoUs and contracts in coordination with teams and collate feedback

Quality Assurance

  • Ensure and support donors’ compliance and develop checklist of each donor compliance
  • Collate and collect evidence ensuring compliance to the donor agreements, contract, MoUs and other required documents
  • Review donors’ compliance policies, procedures and systems and organize need base sessions for project staff
  • Developing reporting matrix of each donor in consultation with AM coordinator and ensure it timely submission to the donor.
  • Ensure procedures for changing budget line within the approved funds and support project staff in better utilization of funds
  • Timely flag any additional conditions laid down by the donor or fund manager

Coordination

  • Provide administrative support in agreement review meetings within country and HQ/ regional teams as and when required.
  • Manage coordination and communication with HQ/ Regional teams on compliance related questions and requests.
  • Participate in professional training and development activities as necessary.
  • Liaise as needed with Country Office, NGOs and other UN agencies.

Job Requirements:

Education:

Master’s degree in management, or social sciences.

Work Experience:

·         Minimum of five years’ experience on a similar role with INGOs/NGOs

·         Effective communication, negotiation and interpersonal skills

·         Exceptional attention to detail, and talent for accuracy and precision

·         Deep understanding of contracts/agreement, contract/agreement governance, contractual language and the contract lifecycle

·         Critical thinking skills and the ability to research and understand legal and financial implications

·         Superior reading, writing and language skills

·         Excellent understanding of the donors, stakeholders and fund managers

Demonstrated Skills and Competencies:

  • Advanced knowledge of software (Microsoft Windows, MS Excel, MS Word, MS PowerPoint),
  • Ability to make power point and other types of presentations
  • Ability to meet deadlines
  • Excellent communication and analytical skills

Language Skills: 

Strong English language skills both written and oral; knowledge of local languages including Sindhi
