IRC has been working in Pakistan for over 40 years, and manages and delivers large, complex programs to meet the needs in health, education, protection, environmental health, and livelihoods for displaced, poor, and disaster-affected communities. IRC works in partnership with local government and non-governmental organizations and is currently present in 4 provinces including Punjab, Sindh, Balochistan, Khyber Pakhtunkhwa (KP) and the newly Merged Districts of KP – Ex Federally Administered Tribal Areas (FATA).

Job Overview/Summary:

Under the supervision and guidance of Senior Manager Measurement and effectiveness, the Database Manager will be responsible for day-to-day management of the program information, design and development of data entry forms, design and development of database and create info graphics against M&E log frame indicators and according to the requirement of program components also coordinate and facilitate the MIS team of partner organization.

The position will work with all relevant stakeholders of respective program to ensure an effective, efficient, and functional MIS is in place, and overall data management and analysis of program.

Major Responsibilities:

Management and supervision

  • Proficient working knowledge and development expertise of MIS in C#, ASP.net, MS SQL, MySQL, Excel, KOBO, MS Access, also development of dashboards in Excel, Power BI and Development in dot NET platform.
  • Provide analyzed data relevant to the decision-making responsibilities of managers
  • Inform the managers about the areas of improvement to ensure quality implementation
  • Provide information for managers to monitor progress towards achieving the project goals/objectives and targets.
  • To support planning and implementation teams with primary and secondary information, trends, and projections.
  • Database manager should have a strong organizational, analytical, business management and good communication skills
  • Develop and effective and efficient system in collaboration with financial service provider and harmonized with partner organization to ensure smooth flow of information and transfer of cash assistance to clients.

 Data Analysis / Development:

  • Develop process improvements for increased efficiency and cost effectiveness.
  • Ensure regular flow of monitoring and implementation of data from field to country MEAL, analyzed and interpreted to help program management in taking informed decisions.
  • Contribute to the development and implementation of MFA standards, clients’ responsiveness (CR) initiatives.

Management / Supervision:

  • Database manager will supervise Database officer working for the respective project in KP and Baluchistan.
  • Contributing to improving the efficiency of day-to-day operations by providing relevant and reliable information.
  • Support planning, decision making, supervision and management.
  • Ensures programs use the necessary MIS and tools, to inform and improve each individual program, as well as feed into the broader country-level M&E system.

Coordination:

  • Coordinate with project leads, create requirement analysis and developed requirement analysis plan.
  • Coordinate with financial service provider to ensure timely and smooth transfer of cash and ensure quick resolution of queries if and when occur.
  • Keep close coordination with partner MIS team to ensure efficient and effective utilization of information.
  • Conduct training on MIS team in KP and Baluchistan taking partner MIS teas in loop.
  • Recommend and implement new technology solutions to improve productivity.

Job Requirements:

Education

·         Masters or BS in Computer Sciences, Software Engineering, Information Technology, Statistics or in any other relevant discipline.

Work experience

·         4-5 years of experience in data analysis, database development, specifically in NGO sector experience is plus.

Designed & Developed EMIS systems particularly using dot net technologies

·         Experience of measuring impact of emergency cash transfer programs.

Demonstrated Skills and Competencies:

·         Strong analytic skills and high-level understanding of statistical data (e.g., statistical analysis, social science research, programme evaluation), ability to recognise, interpret and synthesize patterns in data

·         Ability to and experience of driving and project managing an impact measurement programme or analogous programme in a large sized organization with limited oversight

·         Willingness to work under pressure and stressful situations without minimal supervision and without compromising on deadlines or quality

·         Strongly resilient to unfavourable situations

·         Working knowledge of statistical analysis tools and software such as NVIVIO, SPSS/STATA highly desirable

·         Excellent computer skills and competency in Word, Excel and PowerPoint.

Language Skills: 

·         Good written and spoken English and Urdu skills; local language skill will be a plus.
