Job Overview/Summary:

International Rescue Committee (IRC) has been implementing Flood Emergency Response interventions through partnerships with other local organizations. The International Rescue Committee (IRC) is seeking a dynamic and self-motivated individual for the position of Emergency Data and Impact Coordinator for flood response. The Emergency Data and Impact Coordinator will report to Sr. Emergency Response Coordinator, Islamabad.

As part of IRC’s Strategy 100, the Emergency Data and Impact Coordinator will provide support to IRC Pakistan to expand on its commitment to delivering impactful programs and services. This position will focus on setting up the MEAL system for the flood emergency response and raising program quality by incorporating client voice into program design and delivery; improving the use of data and other evidence; knowledge management; empowering decision-making with data; and creating a more agile, impactful, outcome-driven program design. The Emergency Data and Impact coordinator will support the design of evaluable, data-driven, client-informed programs and lead the development, implementation, and monitoring of strategies and tools to measure impact and advance learning across project cycles of all interventions under the flood emergency response.

Major Responsibilities:

Leadership and Capacity Building

  • Collaborate with the program, office leadership, and MEAL team, in assessing office capacity and practices to strengthen the flood emergency response.
  • Work with office leadership and program staff to develop and implement a strategy, aligned with IRC MEAL standards and practices, to build upon and sustain capacity and best practices, ensuring the use of the IRC’s Outcomes and Evidence Framework, and gender, equity, diversity, and inclusion (GEDI) informed approach in the flood emergency response initiatives.
  • Establish MEAL activities that support the use of research, data tracking, analysis, and learning.
  • Supervise Managers, Officers, and interns with MEAL-related job responsibilities.

Technical Assistance:

  • Take the lead in the design of the MEAL system for the flood emergency response that is outcome-focused, client-responsive, and informed by learning, research evidence, and data--including data from client needs assessments and intersectional context analysis. Review, and when needed coordinate the development of, program and project theories of change.
  • Supervise the development of MEAL plans (including log frames), that meet organizational standards, facilitate learning, are client-responsive and GEDI-informed, and improve data-driven service delivery.
  • Manage the designing and implementation of the MEAL system and develop data collection tools, including tools to capture client feedback.
  • Establish a client feedback system for the flood emergency response in accordance with the client’s feedback and safeguarding SOPs.
  • Support donor reporting as needed.
  • Provide oversight for the data analysis, action planning, and capture of lessons learned.
  • Coordinate multi-project/sector initiatives to advance office and organizational priorities.
  • Such as:
  1. Implement standardized knowledge management procedures to make lessons learned available to IRC colleagues to inform program/project design.
  2. Development and implement cross-cutting tools and processes to collect, analyze, and use client feedback data.
  3. Lead intersectional assessment of client needs and preferences and support program staff in developing action plans based on findings.
  • Create and maintain data tracking systems and develop processes for ongoing data analysis to measure program effectiveness and impact.
  • Support teams in setting up projects to track data from other relevant databases.
  • Support data quality assurance, including ensuring the quality of core indicator data, and conducting data quality audits periodically.
  • Analyze and report data to Senior Leadership Team on impact, trends, and challenges related to service delivery and client satisfaction.
  • Other duties as needed.

Internal Reporting

  • Monitor & track the progress of all the projects in the flood emergency response
  • Timely provision of data for the QPRs and completion reports
  • Submission of all the MEAL deliverables in a timely manner
  • Coordinate office response to Quality Strategy Review and annual statistic data requests and ensure the Project Tracking Tool is updated.

External reporting:

  • Pilot and input recommendations, learning, and knowledge into global tools and processes.
  • Participate in emergency response MEL working group and community of practice
  • Provide and review data for the annual stats, PID, and flood emergency response dashboard

Key Working Relationships:

Position Reports to: • Emergency Response Lead -Head of business development and quality and MEAL Coordinator ISD ** Position directly supervises: MEAL Managers and Officers within the flood Emergency program

Job Requirements:

a)      Education:

  • Master’s degree in, Statistics, Social Sciences, Development Studies, Project Management or in any other relevant discipline

b)      Work Experience:

  • 4-5 years of consistent proven and successful experience in monitoring, evaluation, accountability, participatory approaches, and learning.

c)       Skills & competencies:

  • Strong analytic skills and high-level understanding of statistical data (e.g., statistical analysis, social science, program evaluation), ability to recognize, interpret and synthesize patterns in data.
  • Ability to and experience in driving and project managing an impact measurement program or analogous program in a large-sized organization with limited oversight.
  • Experience in working with communities, DNH, PRA tools, and techniques. 
  • Excellent English writing and business communication skills
  • Strong team management experience with sound capacities to work in a diversified team
  • Willingness to work under pressure and stressful situations without minimal supervision and without compromising on deadlines or quality
  • Strongly resilient to unfavorable situations,
  • Capability in statistical analysis programming languages/software such as CommCare, SPSS/STATA desirable

d)      Demonstrated Skills and Competencies:

  • Good communication and presentation skills.
  • Familiarity with budgeting using MS Excel
  • Excellent computer skills and competency in Word, Excel, and PowerPoint.

Language Skills:  English, Urdu, and local languages
