IRC has been working in Pakistan for over 30 years, and manages & delivers large, complex programs to meet needs in health, education, protection, environmental health and livelihoods for displaced, poor & conflict-affected communities. IRC works in partnership with local government and non-governmental organizations and currently works in the Khyber Pakhtunkhwa and Sindh provinces.

Job Overview/Summary:

This role would specialize in the management of engineering operations on daily basis in Health facilities. He/ She would have a more oversight, monitoring and streamlining engineering operations related to COVID-19 activities as per IRC and Donor guidelines.   

Major Responsibilities:

1.       Work jointly with health team for their environmental investigation efforts i.e. sanitary surveys, WSS scoping/mapping etc. to effectively bridge these efforts with accessibility options for the deprived groups.

2.       Find ways, means and innovate to reduce the hazards of poor wash services in the target facilities.

3.       Monitoring progress of EH infrastructure during implementation phase of the project.

4.       Provide technical support to implementing partners in verification of WASH Inclusive infrastructures i.e. drawings, design and BOQ’s through field visit as per National/international codes/standards such as ACI, ASTM, ACP, CBM etc. for improved quality and inclusiveness.

5.       Site Engineer will ensure that all construction sites meet legal/standardized guidelines, health, and safety requirements, and keeping in view universal access guidelines.

6.       Site engineer is responsible for ensuring that designs and solutions are developed in consultation with health facilities staff, and are designed to meet the Health needs, with enough and effective feedback on designs from the clients.

7.       Site Engineer will responsible for ensuring WASH designs comply with environmental and health regulations.

8.       Site Engineer is responsible for professional/technical engineering designs/drawings and review standards, surveys and inspections.

9.       Ensuring health care waste management system and present successful models to line department for replication.

10.   Provides technical assistance and consults with other Governments departments and sister organization regarding engineering functions and site selection & development.

11.   Establishing minimum requirements for safeguarding public health and safety of marginalized groups i.e. PLWD, TGs, elderly, chronically ill etc. Ensuring meaningful engagement and access to WASH services and facilities.

12.   Provides interpretations of construction codes, State laws and departmental/organizational policies and its translation or reflection in IRC work.

13.   Provides guidance to the IRC-EH team on code compliance keeping in view the IRC standard operational procedures.

14.   Assess potential risks, provide advice, and resolve creatively any emerging problems/deficiencies during implementation of EH project.

15.   Supervise all the technical assessments and monthly evaluations of engineering activities and report all the activities to Senior EH Manager in a timely manner.

16.   Supervision/development/review the following.

·         WASH infrastructure both in Health facilities

·         Inclusive WASH infrastructures provision in health facilities through health department.

·         Technical aspects of the project related to Environmental Sanitation

·         Inclusive WASH approaches

·         Development of BOQs

·         Designing and construction of water supply/sanitation schemes,

·         Designing and construction of solid/liquid waste management system.

·         Designing of different types of hand washing facilities.

17.   Carry out other WASH and Engineering related tasks as assigned by supervisor

Program Support

·         In coordination with the field team, support the maintenance of programs MIS.

·         Update program information and support in developing relevant project documentation, including monthly/quarterly reports, monitoring tools, fact sheets, newsletter etc.

·         Support planning and coordination with teams, including organization and support of Humanitarian Program Meetings, information dissemination.

·         Collect, compile and disseminate program work plans

Job Requirements:

Education:

Must hold a Bachelors’ degree in Civil Engineering/Technology or related field

Work Experience:

Total Work Experience 3 years in the Health focused infrastructure, WASH

Demonstrated Skills and Competencies:

·         Strong organizational, interpersonal, and communication skills. 

·         Experience of working on DRR focused water and sanitation facilities

·         Strong knowledge of local living conditions and infrastructure

·         Sound knowledge of SPHERE standards

·         Ability to work without close supervision

·         Good Command on engineering plans, design, BoQs, layout and use of Auto Cad

·         Knowledge of Computer, MS Office

Language Skills: 

·         Strong oral and written English, Urdu

·         Local languages would be an asset

Desirable criteria:  

·         Work with INGOs

·          Experience of working in North Sindh
