IRC has been working in Pakistan for approximately 40 years, managing and delivering large, complex programs to meet the needs in health, education, safeguarding, environmental health and livelihoods for displaced, poor and disaster affected communities. With the support of the federal and provincial governments, and generous donors like FCDO, ECHO, USAID, GAC and Australian Aid Agencies the IRC is currently implementing projects across the country.
The IRC launched 5-year USAID’s “Women’s Economic Empowerment Activity” (WEEA) to promote women’s economic empowerment through safe and dignified access to livelihood opportunities, information, resources, and services in the target districts of Pakistan. The WEEA target districts include a total of six districts in Khyber Pakhtunkhwa, Sindh and Punjab.
Job Overview/Summary: Finance Officer will be responsible for the financial management of various donor grants.
This position will assist the Finance Coordinator - Projects in effective financial management of project grant to facilitate smooth implementation of the projects.
Major Responsibilities:
The incumbent is responsible for ensuring the financial management, operations and reporting of projects in accordance with IRC policies and donor regulations. Specific responsibilities are as follows:
1. Collaborate with Program, Operations, Award Management Unit and Partnership teams for strategic program-finance linkages by providing timely analytics and guidance about financial policies.
2. Assist Finance Coordinator in monitoring Projects budgets to ensure that spending occurs as planned and that variances are anticipated, noted, and corrected.
3. Assist in reviewing the preparation of monthly funding requirements and ensure that all programs receive the funds as per their requirement in a timely manner.
4. Assist in preparing monthly variance analysis reports for each budget, including accruals, and review with individual program managers.
5. Assist in budget revisions and projections for IRC projects.
6. Finance officer will review Cash payment documents as per policy and highlight any shortcomings in documentation for rectification by program.
7. Summaries the monthly advance requests and assist Country Finance and Senior Project Manager to issue advances in timely manner.
8. Keep record of monthly payments, balances, and variance for field staff.
9. Visit field with program team to verify documents and other data on regular basis. September 2021

Requirements:
a) Education Requirements: Bachelor’s in commerce/Finance and Accounting
b) Work Experience Requirements:
At least 3 years of work experience in financial reporting, budgeting, and general administration
c) Skills & Competencies:
Proficient in English and Urdu languages
Proven experience and track record of timely and high-quality completion of assignments.
Ability to handle multiple tasks
Effective communication and negotiation skills
Willingness to travel to project sites
Ability to work under stress and pressure
Command on MS Excel.
