IRC works in partnership with local government and non-governmental organizations and currently works in the Khyber Pakhtunkhwa and Sindh provinces.

Job Overview/Summary: The Health Emergency Manager in conjunction with the Health Coordinator and required management ensures that program technical goals, objectives, process and procedures are successfully implemented, and monitoring support provided to Partner; the prioritized technical sectors/areas are included into the overall emergency flood programming and if needed developed appropriately. The Health Manager is responsible for the technical or sector aspects of the health programme/response, ensuring that technical aspects of programs are adequately addressed and coordinated.

Major Responsibilities: Actively participate in all aspects of the overall IRC health programming in emergency flood response across Pakistan. The health manager will focus on timely and quality results, teamwork, participation, empowerment, accountability, and client focus. The incumbent will work with numerous counterparts, implementing partners, and technical guides. Major duties as well as technical, programming, and management responsibilities are described below.

Management Responsibilities

  • Act as a technical support representative for health-related program activities as the need arises to ensure performance according to the different projects’ desired objectives and outputs.
  • Provide technical support to partner to make rotation plans and ensure provision of Primary Health Care services to flood affected communities through Mobile Health Teams (MHTs)

  • Ensure that the MHTs are equipped with vital basic equipment, medical supplies, consumables and pharmaceuticals and human resource.
  • Support in establishment of referral pathways between MHT and nearest public health facilities for referral of critical cases
  • Build harmony and improve team dynamics in all team members including implementing partners
  • Ensure timely progress towards planned health related outputs and results; keep implementing partner and other staff appraised of progress and issues; make recommendations to solve problems and take the lead in implementing agreed upon actions.
  •  Will provide institutional and technical capacity-building support to partner through training and on the job mentoring where needed. With support of IRC’s technical coordinators and program team, will work alongside partner, sharing knowledge and expertise through hands-on capacity building.
  • Regularly coordinate partner’s project review meetings to supervise progress and spending as per agreed plans. Conduct compliance monitoring visits to partners in line with agreed monitoring and support plan
  • Participate in activity conceptualization and design; write and edit activity approval documents, program descriptions and statements of work; prepare activity memos and justifications; lead or participate on technical evaluation committees as and when needed.
  • Assist in the development and refinement of benchmarks and indicators to assess the health care program progress and impact. Monitor all aspects of program implementation including holding regular meetings with implementing partners/stakeholders, reviewing and providing comments on work plans and reports, and undertaking regular site visits to ensure quality and performance.
  • Ensure effective process of planned health activities
  • Ensure that assets are well kept (with appropriate record maintained) & safeguarded against waste, loss, unauthorized use, or misappropriation
  • Lead in preparing written analyzes, trip reports, briefing materials, activity descriptions, press releases, speeches, success stories, and other documents as required.
  • Collect, review, analyzes and report Health projects’ data for annual planning and reporting documents; respond to information requests from all sources; guide drafting public affairs materials as needed with relevant sectors.

Technical Responsibilities

  • As IRC’s health manager, serve as principal support advisor to team lead for all relevant health program issues in context of flood emergency.
  • Stay up to date with international and local state-of-the-art health’s and humanitarian’s technical approaches; analyze and interpret policy, strategy, and technical documents to ensure IRC’s health activities are aligned with.
  • Develop and maintain an extensive network of key public health contacts with a focus on PHC and mobile health teams
  • Represent IRC in sectorial technical working groups and coordination meetings with regards to flood emergencies and under the guidance of health coordinator, represent the IRC in health and nutrition working group, develop and update the 3w and 5w matrixes and share information with national and international NGOs, as well as UN agencies, as appropriate
  • Serve as the link between IRC’s health and humanitarian’s activities and the District/Provincial teams
  • Ensure harmony and linkages between health activities and other program elements

Job Requirements:

  • Medical doctor MBBS with master’s in public health or equivalent qualification
  • Strong Public health background with demonstrated ability in health program management in medium-large scale health programs with INGO’s, UN agencies.
  • Prior experience of health programming and emergencies
  • Capacity to develop, implement and analyze health assessments, develop and implement work plans, program/project budgets in excel sheets and financial management
  • High quality skills in training, monitoring and evaluation of health interventions.
  • Strong coordination skills with the ability to handle information (report writing and presentations).
  • Team players and has experience of managing field team(s)
