IRC has been working in Pakistan since 1980, and today, IRC’s programs serve a diverse population of conflict and disaster-affected communities. Since 2013, the IRC in Pakistan has expanded its mandate to include a focus on recovery and development, securing a number of larger-scale and longer-term projects in education, protection, health, environmental health and livelihoods.

Job Overview/Summary:

The IRC in Pakistan is undertaking a study to understand the linkages between the provision of cash assistance and health outcomes. Through a health system assessment and high-frequency surveys of beneficiaries of cash programs, the IRC will strive to understand how these individuals’ health may be impacted by the provision of cash. The Knowledge & Learning Manager will serve as the focal point on the ground for the study team and will play a key role in supervising and monitoring the data collection activities.

Major Responsibilities:

  • Review the high frequency survey instruments and tools and provide feedback. Responsible for overseeing survey translation and conducting the pre-testing of the instrument
  • Manage the relationship with the implementing partner and ensure that data collection and entry teams have the capacity to undertake the research
  • Contribute to the training for research officers/assistants and the data collection team on the data collection tools and standards
  • Participate in the selection of households that will be interviewed for the data collection
  • Supervise development of database for data entry. Troubleshoot any issues that may arise in outputting data
  • Supervise data collection activities for the health system assessment
  • Supervise data collection and entry in the field for a 6 month period for the high frequency surveys. Conduct monitoring visits in the field on a weekly basis to ensure study standards are being met
  • Ensure that all data collection tools are available for the research assistants, that the assistants understand how to use these tools, and that the tools are fully completed by the research team
  • Responsible for quality of data collection and entry and ensuring all errors are addressed in a timely manner. Provide feedback to the relevant staff of IRC and IP on the progress of data collection in the field and flag any errors in data collection that may arise
  • Gather and maintain completed surveys after data collection to provide to the IRC. Ensure that data privacy and protection is maintained throughout the process
  • Provide frequent updates to the project management teams, updating them on research assistant performance, challenges in the field, logistical issues and problems in survey instruments
  • Responsible for maintaining the complaint response mechanism and addressing any complaints that may arise during the course of the research, in consultation with the study team
  • Keep close coordination with the IP project manager and the research and data collection team and ensure quality, timeliness and accuracy in the data collection and data entry
  • Conduct field visits where necessary to supervise and monitor the data collection and provide technical assistance
  • Participate in the meeting and conference calls  between IRC country office and the HQ team working on this study

Job Requirements:

  • Master’s degree in relevant field  (Research, Social Sciences or MPH)
  • Minimum 5 years’ experience administering questionnaires in Pakistan and supervising data collection and entry exercises
  • Local language skills an asset while excellent English communication oral and written is must
  • Proficiency in Microsoft Word and Excel   
  • Experience managing and motivating field teams  
  • Detail-oriented with strong communication skills
  • Ability to facilitate communication between various levels of management and work independently in order to meet deadlines.

Location & field areas: The position will be based at Peshawar. The area of the cash program where this study will be conducted is Peshawar and Bannu.
