Background/IRC Summary:  

Established in 1933, the International Rescue Committee (IRC) is working in more than 40 countries, responding to the world’s worst humanitarian situations. In Pakistan, IRC has been offering comprehensive emergency rehabilitation services such as supporting health systems, environmental health, education, child and women services, and livelihoods.

Since 1980, IRC Pakistan has effectively responded to all major humanitarian situations emanating from earthquakes, catastrophic floods, and temporary displacements. Currently, IRC has an average annual portfolio of around $40 million implementing projects in all the four provinces of Pakistan. With support of the federal and provincial governments, and generous donors like DFID, ECHO, USAID, and Australian Aid Agencies, IRC has reached 1.8 million people in Pakistan in the year 2018-19.

Recently, IRC has launched a 5 years USAID’s  “Women’s Economic  Empowerment (WEE) Project primarily in five selected districts of Khyber Pakhtunkhwa with the objective to promote women’s social and economic empowerment through safe and dignified access to livelihoods opportunities, information, resources and services. The project will also facilitate NIC (National Identity Card) registration of 1.25 million women across Pakistan in two years starting July 2020 by linking /bringing unregistered women at NADRA Registration Centers (NRCs) and facilitating Mobile Registration Vans (MRVs). This will facilitate women in opening bank accounts, registering as voters, accessing credit, inheriting and owning property and accessing social protection benefits.

Job Overview/Summary:

The International Rescue Committee (IRC) is seeking a dynamic and self-motivated individual for the position of Component Lead, Women NIC Registration for the successful and timely implementation of WEE’s component of Women ‘s NIC Registration as per targets.

Job Responsibilities:

·         Provide strategic guidance and leadership to the self-implementation teams and partners to achieve the results in 49 districts in timely manner

·         Extend necessary directions, technical and financial support to project and project support teams and partners on project implementation for optimal delivery of services while considering the aspects of attaining targets and accomplishing activities.

·         Build capacity of field teams and partners on implementation of work plan regarding women’s NIC registration related activities.

·         Assist implementing partners with development of essential skills through training thereby upgrading their institutional capabilities.

·         Effectively manage and supervise staff working under direct supervision by delegating clear responsibilities and closely monitoring the performance and achievements; determine staff development needs and coordinate with management and HR for appropriate trainings and capacity building of the supervises.

·         Oversee and provide top-quality analysis and substantive inputs to monitoring, and Management Information System (MIS) for women NIC registration through various stages of women NIC registration process.

·         Conduct field visit(s) to target districts to guide on setting up, operationalizing, implementing, and monitoring activities.

·         Prepare relevant reports for submission to USAID meeting deadlines and per ad hoc and pre-determined timelines.

·         Support with planning and drafting key messages for awareness and mobilization campaign.

·         Manage external relations by representing the project and the organization and ensuring the dissemination of information about project achievements and lessons learned.

·         Ensure efficient and effective coordination and cooperation with stakeholders ECP, NADRA, and others at national, provincial and district level. Participate in and support relevant working groups of the government network.

·         Liaise with key partners, ministries, UN partners, INGOs/NGOs and other interlocutors and provide support for coordinated project implementation to ensure that IRC remains up to date with information on NIC women registration.

·         Perform regular analysis on all complex issues around NIC women registration and help resolve same after consultations (external and internal) within required time frame and manage work coordination with concerned stakeholders.

·         Any other tasks as assigned by supervisor.

Position coordinates with NADRA and ECP, Implementing Partners

Requirements:

a)      Education Requirements: Master’s degree in Business /Public Administration, Economics, Statistics or a closely related Development/ Social Sciences.

b)      Work Experience Requirements:

·         At least 6-7 years of integrated work experience in Program implementation, Coordination, Planning, monitoring & Evaluation, capacity building (Public / or Private) sector.

·         Experience in country wide coordination, institutional support, collaboration, data collection, mobilization and awareness raising campaign.

·         Demonstrated previous work experience across all Sindh, Punjab, KP provinces as well as Newly Merged Districts as well as familiarity with local languages and culture are highly desirable.

·         Experience in managing country, provincial, district and local level teams involved in mobilization and data collection – preferably in real time data collection and data analysis

c)       Preferred Relevant work experience:

·         Demonstrated experience of managing people and processes in country wide project implementation, coordination, and leading teams to produce deliverables which will increase ECP’s Women National ID card registration/ women voters registration campaign in multiple districts across Pakistan.

·         Experience of working with national / provincial / district / local government departments and their working modalities is highly preferable.

·         Understanding of the context and relevant experience of working with relevant authorities; ECP, NADRA, CSOs, other implementing partners in this area.

d)      Skills & Competencies:

·         Fluent in English and Urdu languages both (both writing and speaking).

·         Proven experience and track record of timely and high-quality completion of assignments.

·         Strong communication and presentation skills.

·         Flexible attitude towards receiving feedback.
