TERMS OR REFERENCE (TOR)

  1. BACKGROUND

IRC Introduction: The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933 at the request of Albert Einstein, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster. It works today in over 40 countries and 22 U.S. states. IRC helps people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their future. The IRC leads the way from harm to home.

IRC has been working in Pakistan for over 30 years, and manages and delivers large and complex programs to meet the needs in health, education, protection, environmental health and livelihood sectors for displaced, poor and disaster affected communities. IRC works in partnership with local government and non-governmental organizations and currently works in the Khyber Pakhtunkhwa and Sindh provinces.

  1. PURPOSE OF THE ASSIGNMENT

The overall objective of the training is to build the capacity of staff on Project Management Cycle from design to end project evaluation, overview of needs assessment, stakeholder analysis, log frames, project planning, project monitoring and evaluation, SMART indicators, Report Writing, Proposal writing. The trained staff members will further apply their skills in project/program development and implementation in the given dynamic humanitarian context of Pakistan; to come up with quality projects having greater impact in the lives of those we serve.

  1. SCOPE OF WORK

The assignment is to impart five days training on Project Management Cycle staff who will further utilize the skills learnt.The scope of the training program will not be limited to project management only but we will also ensure that they participants understands the IRC initiatives and new systems that are in place for effective and efficient programs and how to align the skills to achieve country strategy object set for the 2020.

  1. The training is aimed to achieve following objectives:

  • To increase knowledge and abilities of the managerial staff

  • To ensure that the plan, organize, lead and control effectively to achieve what has been proposed and committed in our Country Strategic Action Plan for 2020.

  • To ensure that learnings are linked with IRC initiatives in Pakistan

  • To build and increase the capacity of the selected participants to replicate and ensure that all the learnings are linked with IRC initiatives in Pakistan.

Certification

Will ensure that participants able to passed/appear for PMD Pro certification

  1. METHODOLOGY:

  • Deliver using a blended learning approach and might comprises of presentations, interactive sessions of practical exercise and group works.

  • Practical sessions using case project(s), individual or group exercises will be given to participants after each session to make sure that they can apply what they have learnt into practice immediately.

  • Participatory training methods such as brainstorming, simulation, group discussion and case analysis.

  1. KEY DELIVERABLES:

Following deliverables are expected from the training provider:

  • Trainer will prepare agenda/contents/sessions of the training and submit these at least one week before start of the training.

  • Contents of the training shall be designed and alleging with PMD PRO certification program

  • Trainer shall conduct pre-test from all participants of the training.

  • Trainer will also share complete package of training material that may be provided to the participants.

  • Trainer will facilitate preparation of training follow up and action plan

  • After the completion of the training, the trainer will share comprehensive training report on the agreed format within 10 days after the completion of the training.

  • The trainer will deliver the training at venue arranged by IRC.

  • The trainer will further guide and help IRC staff in pursuing next levels of their PMD Pro certification.

Additional Guidelines

  • Minimum two facilitators (or one co-facilitator) will be desired to impart training.

  • Certificates will be awarded to all training participants signed by trainer.

  1. LOCATION:

    The venue of training will be in Islamabad.

  2. TIMEFRAME

This is a short term assignment for individual consultants based in Pakistan for a period of 05 days. Tentatively this assignment will be in August 2017 (dates shall be confirmed). 

  1. DUITES & RESPONSIBILITIES:

The trainer/consultant/resource person will;

  1. Sign with IRC a consultancy agreement and work as a resource person for the 05 days training event.

  2. Discuss and agree with IRC on the final training package, content and deliverables.

  3. Develop the training contents and the program for the entire duration of the training period and linked the participants with PMD pro certification program.

  4. Design an appropriate process of the training leading to the desired results.

  5. Propose on the most appropriate training methodology for effective delivery of the assignment.

  6. Device the tools required for each session of the training.

  7. Satisfactorily facilitate the training sessions and ensuring active engagement of all the participants.

  8. Share relevant training materials and provide any resource materials for further reading and reference by IRC staff.

  9. Design a questionnaire for pre and post test (to be used before and after the workshop) for workshops to gauge the level of understanding of the participants about the topics discussed in the training workshop.

  10. Compile and submit quality training report (one soft copy)

  11. SKILLS/COMPETENCIES:

The resource person/consultant should possess following qualifications and expertise:

  • PMD Pro certified and active membership

  • Proven experience of conducting trainings on Participatory Monitoring and Evaluation for NGOs/CBOs.

  • Advanced university degree in social sciences/development science.

  • Proven experience of working with INGOs for conducting PM&E trainings

  • Strong communication, analytical and drafting skills

  • Fluency in Urdu and English is mandatory

  1. SUBMISSION GUIDELINES:

Consultant/resource person/ firms are required to submit their technical and financial proposals the IRC HR department on given email ID.

  1. Technical Proposal:

The technical proposal should include but not limited to the following information:

  • A brief outline of recent experience and client references in carrying out assignments of similar nature (Max. 1 pages)

  • Detailed description of how the consultant/firms understands and will respond to the TOR including time frame and number of persons involved in and comments on the ToR (Max 2 pages)

  • Clear description of roles of the proposed members involved in the assignment (Max 1 Pages)

  • Curriculum Vitae of trainers

  1. Financial Proposal

The financial proposal must contain overall quotation in Pak rupees (PKR) for all the services to be provided and must itemize the following:

  • An all-inclusive day rate for each team member who will take place in assignment

  • Training, stationary etc cost

  • Any other costs (Indication the nature of the costs)

  • Summary of the total costs for the services proposed

  • Travel, boarding and lodging expense

  • Any taxes applicable

  1. PROPOSED PAYMENT SCHEDULE:

  • 50% of the payment will be released to the trainers after completing the training. The remaining amount will be released after submitting the final report. All payments would be made through cross cheque.
