IRC works in partnership with local government and non-governmental organizations and currently works in the Khyber Pakhtunkhwa and Sindh provinces.

Job Summary:

Under the leadership and supervision of the Senior Health Program Manager, the job holder will provide support to the district teams to streamline supply chain system of the project in warehouse and project health facilities and technically support management team at the central level in ensuring project equipment’s, supplies and medicines in place. The job holder will capacitate and enable Community teams to execute the approved Health protocols and Community mobilization strategy in its real essence and sprit as envisaged in the project document. The job holder will review frequently, the impacts of health interventions and supply chain standard protocols for further improvements as to make health facility clients friendly for Family Planning and Post Abortion Care perspective. The job holder will develop strong and professional relationships with government line departments in respective districts for smooth running of the FP-PAC.  s/he will be responsible for overall liaison matters for IRC liaison at the field level. In addition to field general matters the FGLO will be responsible for maintaining Government relations, liaison and act as focal point to facilitate overall program goals and objectives.

Responsibilities:

Specific tasks and activities are likely to include, but not limited to;

  • Ensure that commodities are inspected, received, stacked in warehouse and issued, recorded and reported as per warehouse SOPs.
  • Liaise with other agency focal points, including NGOs, UN and local authorities concerned for stock related issues and update management on time.
  • Make concrete recommendations for revising IRC policies and procedures to further enhance government liaison.
  • Maintain confidentiality, impartiality and neutrality in all aspects of government liaison arrangements
  • Produce and circulate reports of Medical Consumption and statistics on daily, weekly and monthly basis to keep the sector heads update about the stocks.
  • Prepare monthly drug and supplies distribution plans and execute distribution to IRC assigned health facilities in the district.
  • Ensure recommended drug management SOPs are displayed at all facilities and followed by dispensers.
  • Ensure quality of all aspects of drug management, including procurement, selection, storage (at warehouse and facility level) and distribution to health sites.
  • Generate consumption-based quarterly procurement requests and support logistics and field teams to ensure unrestricted supply to all SC supported health facilities.
  • Conduct field visits to support health facilities for quality assurance and monitoring effective drug management on every week and identifies gaps and rectify them.
  • Maintain minimum stock level of medical supplies in warehouse and all health facilities.
  • Prepare monthly consumption reports of drugs for four districts, ensure timely raise of PR for medicines and medical supplies to CO keeping in loop health coordinator.
  • Manage and ensure that medicines and supplies are available at both districts throughout the program duration.
  • Ensure physical count of stock on bi monthly basis on facility level and monthly/quarterly basis in warehouse. 
  • Monitoring of medicines and supplies inventory for proper application of supply chain, to avoid excess/shortage and expiration of stock.
  • Conduct trainings  and promote rational use of drugs
  • Any other duty, assigned by the Senior Program Manager Health

Position Requirements:

EDUCATION:

Master in Social Sciences/ or Public Health/Pharmacy

EXPERIENCE:

·         At least 3 years relevant work experience required

SKILLS:

·         Ability to work under pressure in an insecure environment. Able to handle sensitive information with strict confidentiality

·         Able to maintain impartiality and neutrality in all aspects of  his / her work

·         Good English oral & written communication skills;

·         Command on local languages is essential

·         Well-developed inter-personal skills combined with the ability and desire to further develop local staff members.

·         We may add it in the experience category as bullet point Knowledge and/or experience in conflict management, protection, or other related field PREFERENCE: Working experience with International NGOs or similar set-up.
