IRC has been working in Pakistan for over 40 years, and manages and delivers large, complex programs to meet the needs in health, education, protection, environmental health, and livelihoods for displaced, poor, and disaster-affected communities. IRC works in partnership with local government and non-governmental organizations and currently works in the Khyber Pakhtunkhwa and Sindh provinces.

Job Overview/Summary: The Senior Health Manager under the supervision of the Team Lead ensures that project activities, goals, and objectives are successfully carried out. The prioritized technical sectors/areas are well coordinated into the overall programming and projects being implemented appropriately. This position supports the project team in the oversight of implementation and support in coordination functions with partners. Ensures that all project management roles are covered accurately including HR, Supply Chain, Finance, Program Administration, and Implementation.

Major Responsibilities: Actively participate in all aspects of the overall project management with a focus on timely and quality results while ensuring coordination, teamwork, empowerment, accountability, and client-centered focus. The incumbent will work with numerous counterparts, partners, and technical leads. Major duties as well as technical, programming, and management responsibilities are described below.

Management Responsibilities:

• Act as a representative for health-related program activities as required to ensure performance according to desired objectives and outputs.

• Provide managerial Supervision of in-kind assistance consisting of food items, winterization kits and dignity kits to cover basic immediate needs of the vulnerable households having lack of income, resources and malnourished through distribution plans.

• Coordinate closely with the Health team in the delivery of Clinical Care for Sexual Assault Survivor trainings and capacity building activities including modules on supporting survivors of IPV, as well as in the provision of psychological first aid services to GBV survivors through mobile health teams.

• Ensure the establishment of nutrition monitoring activities and train health staff in case detection and referral system.

• Support Project manager in ensuring timely progress towards planned outputs and results. Keep implementing partner and other staff appraised of progress and issues. Make recommendations to resolve problems and take the lead in implementing agreed-upon actions. Job Description

• Will provide institutional and technical capacity-building support to partner through training and on the job mentoring where needed. With support of IRC’s technical coordinators and program team, will work alongside partner, sharing knowledge and expertise through hands-on capacity building.

• Regularly coordinate partner’s project review meetings to supervise progress and spending as per agreed plans. Conduct compliance monitoring visits to partners in line with agreed monitoring and support plan

• Participate in activity conceptualization and design, write and edit activity approval documents, program descriptions and statements of work, prepare activity memos and justifications, lead or participate on technical evaluation committees as and when needed.

• Assist in the development and refinement of benchmarks and indicators to assess the primary health care program progress and impact.

• Undertake regular field supervising visits to assess progress and identify technical quality, provide solutions and implement modifications as required.

• Ensure smooth implementation of planned activities.

• Ensure that assets are well kept (with an appropriate record maintained) & safeguarded against waste, loss, unauthorized use, or misappropriation.

• Check the validity of performance data acquisition, and ensure that the data to be reported to HQ/TU fulfills quality standards for validity, integrity, precision, reliability and timeliness.

• Lead in preparing written analyses, trip reports, briefing materials, activity descriptions, press releases, speeches, success stories, and other forms as required.

• Collect, review, analyze, and report Health projects data for annual planning and reporting documents, respond to information requests from all sources, and guide drafting of public affairs materials with relevant sectors.

Technical Responsibilities

• As IRC’s project manager, serve as principal support advisor to team lead for all relevant health program issues.

• Stay up to date with international and local innovative health and humanitarian technical approaches. Analyze and interpret policy, strategy, and technical documents to ensure IRC’s health programming is aligned.

• Build and maintain an extensive network of key public health contacts with a focus on Public Health Committees and mobile health teams.

• Represent IRC in sectorial technical working groups and coordination meetings.

• Serve as the link between IRC’s health and humanitarian activities and the District/Provincial teams.

• Regularly coordinate with partners and relevant stakeholders.

• Ensure synergy and linkages between health activities and other program elements including Food and winterization assistance while ensuring alignment and linkages with other IRC programs.

Job Requirements:

Education: MBBS, MPH, Pharmacist, or any other academic medical background required.

Work Experience: Strong Public health background with 4-5 years’ experience in health program management in medium-large scale health programs with INGOs, and UN agencies.

Prior experience in PHC and nutrition programming and responding to emergencies

Demonstrated Skills and Competencies:

• Capacity to develop, implement and analyze health assessments, develop, and implement work plans, program/project budgets in excel sheets, and financial management

• High-quality skills in training, monitoring, and evaluation of health interventions.

• Strong coordination skills with the ability to manage information (report writing and presentations).

• Team players and has experience in managing field team(s)

Language Skills:

• Fluent, professional level speaking, reading, and writing in English and Urdu.

At this level, the applicant should have:

• The ability to speak using sufficient, structured, and accurate vocabulary in formal conversation.

• The ability to use the language to satisfy professional needs.

• The ability to read and write at a normal speed and with almost complete comprehension of a variety of materials, unfamiliar subjects, styles and forms pertinent to the job needs.

• Pashto and Balochi languages will be an added advantage

Tips to Consider:

• Excellent knowledge of Government structure, institutions and procedures (Particularly in Afghan Refugees settings).

• A good knowledge of Government legislation relating to development assistance, health, PHC programming, as well as IRC programming policies, regulations, procedures and documentation and of the objectives, methodology and status of the programs and projects to which assigned.

• Familiarity with capacities and constraints of NGOs active in Health activities in Pakistan.

• Working experience with International NGOs or similar set-up.
