Job Summary:

The Senior Program Development Manager reports to the Senior Awards Management Coordinator and will be responsible to ensure that funding proposals are drafted with a stronger quality and in compliance with the donors’ provisions while ensuring strong coordination with respective colleagues at country office, region and HQ levels. The Senior Program Development Manager will be responsible to provide hands-on support to team in donor landscaping, tracking funding opportunities, program design/development, and internal coordination.

Responsibilities:

a.      Pre-Award Management:

·         Support the Sr. Awards Management Coordinator in achieving the commitments outlined in Strategic Implementation Plan

·         Undertake/keep up-to-date donor landscaping thus contributing into establishing/implementation of resource mobilization strategy

·         Support the Awards Management Coordinator for formulating an effective donor engagement strategy and extend support in engaging extensively with key donors particularly those who have their local offices in the country

·         Analyze all funding opportunities in collaboration with the technical units in-country

·         Coordinate with all relevant technical and implementation colleagues and devise the timelines with clear responsibilities for the CN/proposal development and submission

·         Lead the proposal writing and coordinate with all relevant staff to gather their inputs in a timely fashion

·         Acquire and disseminate updated information regarding donor formats (proposals and reports) and other donor related information

·         Ensures that all relevant colleagues/sections have their resources well reflected in the budgets for the new proposals

·         Liaise with the finance and relevant technical colleagues to ensure that budgets in accordance with the donors’ guidelines are finalized as per agreed deadlines

·         Ensure new proposals are in-line with the respective funding agencies’ Theory of Change vis a vis IRC’s Outcomes & Evidence Framework

·         Coordinate with the Gender Mainstreaming Coordinator to ensure that all new project developments strongly focus upon narrowing gender-gap as a mainstreamed component

·         Contribute to the identification of potential donors, maintenance of donor relations and mobilization of resources to support planned work as per the SAP, ensuring the Value for Money

·         Promote the involvement of stakeholder groups, including implementing partners and beneficiaries (where possible), in designing new projects/programs

·         Draft budget narrative to accompany proposal as needed.

·         Perform other duties, including administrative, as necessary and/or as requested.

Position Requirements:

·         Master’s degree in, Business Management, Development Studies, Project Management, Mass Communication or in any other relevant discipline

·         4-5 years of consistent proven and successful experience of proposal writing, program development, managing donors after approval of projects (including reporting, realignments, extensions etc.) and working with implementing partners

·         2-3 years of program management/implementation experience in addition to program development experience

·         Experience in bid writing for the contractors or consultancy proposals 

·         Excellent English writing business communication skills

·         High level of proficiency in verbal communication in English

·         Proven experience with samples/examples of high proposal writing, donor reports and situational reports

·         Strong team management experience with sound capacities to work in a diversified team

·         Willingness to work under pressure and stressful situations without minimal supervision and without compromising on deadlines or quality

·         Strongly resilient to unfavorable situations
