BACKGROUND:

IRC works in partnership with local government and non-governmental organizations and currently works in the Khyber Pakhtunkhwa, Baluchistan and Sindh provinces.

Job Summary

The IRC is recruiting a Remote Content Development Manager for its existing DFID-funded Leave No Girl Behind (LNGB) TEACH (Teach and Educate Adolescent Girls with Community Help) project. TEACH is a 3 year project originally designed to target 20,000 adolescent girls, with the aim to support these girls via learning and economic empowerment pathways. The project works across Baluchistan Province, with implementation directed through local partners. 

The TEACH project has recently undergone a programmatic adaptation for the COVID-19 Response, and a Senior Remote Content Development Manager  is required to support the development and rollout of new remote teaching and learning modules to reach learners while returns to physical schools remain restricted. These modules, as a component of a layered approach for reaching girls at home and in their communities,  includes the development of new integrated audio scripts for basic literacy and numeracy, integrated with life skills, targeting adolescents, which will be developed by a local partner and overseen by the Remote Content Manager, as well as the adaptation of existing BLN and ALP content for new IVR platforms to reach homes with educational reinforcement messaging.

Main Responsibilities

·         Management of content development for new Audio Programming series, including:

o    Oversight, including quality control and directing deliverables, of local partner developing 48 total integrated audio scripts in Urdu, to be translated into local language (Baluchi and Pashto) for Baluchistan after quality control, with the potential for additional audio content beyond this original target  

o    Liaising with IRC’s Technical Team and local partner on refinement of appropriate Scope and Sequence for remote radio support (linked to MoE ALP Curriculum), focusing on core listening and speaking competencies  as well as numeracy and life skills

o    Oversight, including quality control and directing deliverables, of audio recording of scripts (along with contracted recording personnel) via local partner

o     Oversight of audio production and procurement of required materials for audio production via local partner

o    Oversight of multiple-platform approach (SMS, IVR) for additional content dissemination to reach households (including the identification of suitable content and oversight of adaptation process)

o    Oversight and management of distribution channels for audio production, including local AM/FM radio channels, SMS, and physical distribution of loaded memory cards with audio

·         Coordinate with and seek input and guidance from the coordination partner DIL, NFE department and other relevant stakeholders

·         Ensure all sign offs are receives in a timely manner

·      Management of content development for Adolescent Girls’ Storybook series, including:

o    Community consultations with adolescent girls to identify key topics and themes

o    Assessing linkages and commonalities with ALP Curriculum Scope and Sequence, in supporting basic literacy skill development, integrated with Social Emotional Wellbeing outcomes

o    Oversight of content development (writers)

o    Oversight of illustrators and proofing/finalization of storybook series

o    Quality control over final deliverables

Key Working Relationships:

·         Position Reports to: Education Coordinator and works closely with consortium partner DIL and IRC’s communication team

·         Position directly supervises: Audio development firm/consultant

Other Internal and/or external contacts:

·         Internal: Program and Program Support team

·         External: Government/Consortium/Local Partners, Program beneficiaries

Position Requirements:

·         University graduate preferably in linguistics or Education or social sciences

·         At least 3-4 years professional experience in content development and remote program delivery

·         Must speak English and Urdu while Balochi and Pashto will be added value.

·         Experience with the MoE’s Accelerated Learning Program (ALP) curriculum is a plus

·         Experience with Audio Recording (including script development) of educational content

·         Experience with utilizing multiple platforms for reaching teachers and learners (including SMS, WhatsApp, voice, audio)

·         Experience with remote learning monitoring and verification

·         Experience with Early Grade literacy (EGL) and skill development on EGL

·         Experience with printed content development, with a specific focus on basic skill development
