Background/IRC Summary:

 Established in 1933, the International Rescue Committee (IRC) is working in more than 40 countries, responding to the world’s worst humanitarian situations. In Pakistan, IRC has been offering comprehensive emergency rehabilitation services such as supporting health systems, environmental health, education, child and women services, and livelihoods.

Since 1980, IRC Pakistan has effectively responded to all major humanitarian situations emanating from earthquakes, catastrophic floods, and temporary displacements. Currently, IRC has an average annual portfolio of around $40 million implementing projects in all the four provinces of Pakistan. With support of the federal and provincial governments, and generous donors like DFID, ECHO, USAID, and Australian Aid Agencies, IRC has reached 1.8 million people in Pakistan in the year 2018-19.

Recently, IRC has launched a 5 years  “Women’s Economic  Empowerment (WEE) Project   primarily in five selected districts of Khyber Pakhtunkhwa with the objective  to promote women’s social and economic empowerment through safe and dignified access to livelihoods opportunities, information, resources and services.

Cognizant of the fact that lack of Computerized National Identity Cards (CNICs) is a key barrier to Pakistani women’s economic empowerment preventing millions of women from opening bank accounts, registering as voters, accessing credit, inheriting and owning property and accessing social protection benefits, the  project will facilitate CNIC registration of 1.25 million women across Pakistan in two years starting July 2020. With the objective  to facilitate CNIC registration,  the project  will follow two pronged approach by : (1) linking /bringing beneficiaries women at NADRA Registration Centers (NRCs) and (2) facilitating Mobile Registration Vans (MRVs) through respective Regional Headquarters of NADRA in the far flung locations at the doorsteps of women for CNIC registration.

Job Overview/Summary:  

The International Rescue Committee (IRC) is seeking a dynamic and self-motivated individual for the positions of Sr. Reporting Officer for CNIC Registration  The main objective of this component is to facilitate Women CNIC registration which will enable them increased Access to Financial Services, Institutions, Property Ownership, and Social Protection in Pakistan. This initiative will address the gender gap and enable women’s full participation in the economy.

In coordination with Provincial Coordinators, Sr. Reporting officer will prepare database based on regular data flow from Zonal offices to Regional/ Provincial offices and to PSU. He/She will develop necessary software for reporting on CNIC registration process including listing at UC level, compiling  Beneficiaries data  at NRCs, keeping Tracking  numbers for each CNIC with status of issuing CNICs to respective Women. He/She will prepare periodical updates as per requirement of PSU for necessary reporting to USAID.

Job Responsibilities:

Major responsibilities of Sr. Reporting Officer  are included but not limited to :

·         Assist Sr. Manger MIS  in developing Management Information System (MIS)  for Women CNIC Registration being a component of WEE project.

·         Develop  data efficient data flow on  CNIC  registration throughout the organizational set up of WEE Project

·         Develop data need for the top level of CoP down through Specialist, Sr Manger, Zonal manger and district based Social Organizers

·         Design forma and formats  required at different levels

·         Organise training for WEE staff (Zonal mangers, Social Mobilizers and other relevant stakeholders)  and Coordinators (NADRA and ECP)   for using MIS  including dash board information and necessary processing at various stages and levels of reporting

·         Collet data on line from respective provinces split into  district wise and UC wise break up  with built in analytical syntax for generating periodical and special purpose reporting

·         Conduct monitoring visits ensuring smooth working of on line data collection, entry and transmission to PSU

·         Develop and implement Reporting System tracking   progress of achieving  the target of 1.25 million women CNICs registration in the country

·         Facilitate on line support to Social Organizers all over the country, assisting them in  listing,  deployment of  Mobile Vans by NADRA, issuing of CNICs etc

·         Maintain databases  at UCs  level, submitting CNIC cases to NRCs, obtaining Tracking numbers and finally record of  obtaining CNICs by Women. 

·         Coordinate and validate accuracy of data developing interface with NADRA and ECP to monitor women CNIC registration under WEE project.

·         Train field staff in ensuring  real time data transfer mechanism in consultation with field staff so that all necessary information can be consolidated/generated with necessary analysis for reporting on monthly basis to USAID based on indicators  outlined in the Concept Note  of USAID.

·         Perform any other assign task related to job by Supervisor.

Key Working Relationships:

Position Reports to: Sr MIS/Information Analyst Manger  based in PSU, Islamabad.

Position directly supervises:  Sr Reporting Officer

Job Requirements:

a)      Education:

·         Master’s degree in Computer Sciences, Development studies, Social Sciences, Statistics, Post Graduate Diploma in MIS/ Communication or equivalent, Diploma  in  data processing and  management

b)      Work Experience:

·         Work experience of 7- 8  years having considerable command over designing standard formats with required parameters for data collection, analysis and reporting. Analytical skills in data compilation, data collation/integration, data processing on defined indicators and report generations. Strong interpersonal skills.

c)      Skills & competencies:

·         MIS Skills for developing dash board information with real time updating data bases

·         Skills in software development for data collection interface, speedy flow of data at various stages of CNIC registration

·         Technical skills for organizing and imparting trainings in MIS modules.     

·         Strong networking skills with relevant stake holders of WEE project

·         Demonstrated experience in handling nationwide data collection and analysis

·         Ability to handle the culturally sensitive issues of the society and guide  field staff.

·         Excellent facilitation, communication and interpersonal skills

·         Strong skills of report writing and presentations

·         Good computer skills (MS Word, Excel and PowerPoint).
