Major Responsibilities:

The job holder is expected to assist the Safety & Security Coordinator (S&S) for Safety, Security and Business Continuity related matters of IRC Programs being implemented in KP. The major focus is to enable the secure delivery of programs and to proactively identify deficiencies and risks. S/he is expected to closely work with the Safety & Security Coordinator (S&S Coordinator) and S&S Officer in the Country Office and to ensure the proper liaison at the provincial level. S/he is responsible for planning and implementing the IRC SOPs/CPs/Tools in the relevant operations areas and as per procedures and for supporting the program teams to effectively and efficiently use standard tools, systems and procedures related to safety and security and ensuring duty of care.

  •   Conduct security risk assessments – ranging from compiling documents and to reviewing reports, to developing operational procedures and proactively assessing vulnerabilities in response to event-driven needs and as necessitated by changes in technical scope.
  •   Identify and respond to incidents and resolve emergent risks to the security of IRC personnel or property.
  •   Oversee security for the IRC projects’ KP offices and liaise with partners security focal points under direct supervision of S&S Coordinator.
  •   In consultation with S&S Coordinator, design and deliver orientations to newly hired staff.
  •   Undertake regular districts, offices, routes and location assessments of project areas and report on findings and design vital improvements.
  •   Help in identifying opportunities, addressing vulnerabilities, and reducing risks for staff, ensuring a safe working environment in office and the field.
  •   Maintain record of all staff travels and carryout staff tracking.
  •   Assist S&S Coordinator in maintaining a continuous review of operational and security plans and procedures, ensuring efficiencies and ongoing adoption of best security practices for all IRC projects.
  •   To promote the development of appropriate security information networks relevant to IRC teams working in KP.
  •   To support the Security team in collecting and disseminating relevant security information, thus enabling line management to manage security and safety effectively.  
  •   To support staff in methods ensuring security information is recorded and analyzed regularly, and help management provide regular, concise, and clear verbal and written security updates, under the supervision of S&S Coordinator.
  •   To attend relevant security meetings.
  •   Conduct investigations into security incidents that impact IRC Programs in KP.
  •   Review Security Management Plans and policies.
  •   Maintain an updated list and contacts with focal points across all programs.
  •   Develop daily, weekly and monthly security updates and progress reports for submission to Safety & Security Coordinator.
  •   Maintain confidentiality, impartiality, and neutrality in all aspects of security arrangements.
  •   Carryout Context analysis (internal and external) including incident maps, stakeholder analysis, review of existing security management arrangements, risk analysis (on quarterly basis and where the situation changes) and capacity assessment.
  •   To coordinate with managers, administration, and supply chain to ensure that the appropriate systems of administration, communication and transport are in place to ensure efficient security management.
  •   In conjunction with the S&S Coordinator, organize refresher trainings on security and initiate simulation trainings in given risks (carjacking, robbery, evacuation, warden plan/security tree etc.).
  •   Carryout any other task as assigned by the S&S Coordinator and/or Deputy Director Security & Business Continuity.

Key Working Relationships:

Position Reports to: Safety & Security Coordinator Position directly supervises: Security guards.

Job Requirements:

a)      Education:

  • Bachelor’s Degree in Social Sciences or relevant field from any recognized university

b) Work Experience:

  • 3 years of work experience with INGO in KP.
  • Ability to work under pressure in an unstable security environment. Able to handle sensitive information with strict confidentiality.
  • Experience in training, capacity building and team building of staff.

c) Demonstrated Skills and Competencies:

  • Excellent interpersonal and communication skills.
  • Excellent report writing skills.
  • Ability and experience coordinating with government and partner organizations.
  • Excellent training, capacity building and team building skills.
  • Strong coordination, communication, and capacity building skills.
  • Flexibility to work in a diverse multicultural team with respect for Pakistani culture and norms.
  • Proven ability to live and work in an unstable, stressful, and insecure environment.
  • Knowledge of MS Office package (word, excel, power point).
  • Ability to work under pressure and meet deadlines.
  • Strong, creative problem-solving skills.

d)      Language Skills:

  • Must be fluent in Pashto, Urdu & English languages.
