IRC has been working in Pakistan for approximately 40 years, managing and delivering large, complex programs to meet the needs in health, education, safeguarding, environmental health and livelihoods for displaced, poor and disaster affected communities. With the support of the federal and provincial governments, and generous donors like FCDO, ECHO, USAID, GAC and Australian Aid Agencies the IRC is currently implementing projects across the country.

The IRC launched 5-year USAID’s “Women’s Economic Empowerment Activity” (WEEA) to promote women’s economic empowerment through safe and dignified access to livelihood opportunities, information, resources, and services in the target districts of Pakistan. The WEEA target districts include a total of six districts in Khyber Pakhtunkhwa, Sindh and Punjab.

Job Overview/Summary: Supply Chain Officer will be responsible to oversee day by day operational activities including, managing all procurement requests, contract, lease agreement of IRC Sindh, assets, inventory, rental vehicles contracts and warehouse related matters for Sindh offices.

Major Responsibilities:

Review and submission of monthly field Supply Chain reports on fuel consumption, vehicles usage, inventory reports assets tracking, assets reports etc.

  • Focal point for managing local procurement for Field Offices in Sindh province.
  • Preparation and execution of Procurement plans with support of program team for Sukkur.
  • Preparation of lease agreements, procurement contracts, PO, Construction Contracts, Vehicle rental and fuel contracts for Sindh Market surveys, update authorized suppliers’ list, price list.
  • Review and submission of monthly SCMR reports that’s include fuel consumption, vehicles usage, inventory reports assets tracking, assets reports etc.
  • Manage purchase requests, Supply chain process and orders. Undertake and assist in the recording and processing of invoices, receipts and payments as required
  •  Coordinate to maintain stock control database. Ensuring agreed stock levels are always maintained.
  •  Manage assets, inventory, rental vehicles, and warehouse related matters for Sindh offices.
  • Asset Reporting for Grant Opening and closing meetings. Ensure verifications of assets as set in assets policy.
  • Ensure complete Assets / property and inventory details is held by IRC and all are adequately labeled & tagged.
  • Maintain the Office’s Asset Register.
  • Orientation of new joiners and training of supply chain staff in Sindh on IRC Supply Chain rules and regulations.
  • Manage and supervise staff according to standard IRC guidelines including performance management, job orientation, capacity building, support in recruitment process and grievance handling.
  • Participate actively in program development through joint visits to partners assessments and support with Program Team as & when required.
  • Arrangements of IRC staff travel, booking of air tickets, hotels/guest houses, hiring rented vehicles with assurance of staff safety and security.
  • Supervise Fleet operations in field offices.
  • Strong communication and liaison with Country office Supply chain lead.
  • Work closely with Program Team to ensure that the administrative support to program work is being effectively carried out in line with requirements

Scale and Scope of Position.

Position Reports to:  Head of Office

Position directly supervises:  Supply Chain Assistant / Office Aide / Drivers

Indirect Reporting: Sr. Supply Chain Coordinator

Competencies.

1. Professional Competencies   

  • Master’s degree in business administration or Degree in Supply Chain.
  • Minimum 3 years of experience from working in a Supply chain capacity in a humanitarian / emergency / development context.
  • Knowledge and understanding of practical procurement, logistics, transport experience
  • Documented results related to the position’s responsibilities
  • Capability to work in demanding environment and strong skill in multitasking
  • Ability to work independently and with limited supervision.
  • Excellent communication skills
  • Ability to work in team

Fluent in English speaking / writing.
