IRC has been working in Pakistan for over 30 years, and manages and delivers large, complex programs to meet the needs in health, education, protection, environmental health and livelihoods for displaced, poor and disaster affected communities. IRC works in partnership with local government and non-governmental organizations and currently works in the Khyber Pakhtunkhwa and Sindh province.

Job Overview/Summary. Supply Chain Sr. Officer will be responsible to oversee day by day operational activities including, managing all procurement requests, contract, lease agreement of IRC Swat assets, inventory, rental vehicles contracts and warehouse related matters for Swat office.

The job holder is responsible to promote accountability and ensure compliance with IRCWAY policies, Core Humanitarian Standards for Quality and Accountability (CHS), including the complaint and response mechanism (CRM), to ensure that affected communities and people are at the center of emergency response.

Major Responsibilities:

Logistics, Procurement and Administration

  • Responsible for fleet management for Swat province.  
  • Supervision of rental drivers including their duty roaster and perdiam in case.
  • Process all the payments related to fuel, rental vehicles on time to finance.
  • Arrange Outstation/Field travel for IRC staff
  • Focal point for managing local procurement in Swat.
  • Responsible to manage the petty cash and its timely replenishment.
  • Responsible for entering data into BVA online system and generating reports.
  • Review and submission of monthly field supply chain reports on fuel consumption and vehicles usage reports etc.
  • Generate and review of PRTS and Commitment reports related to Swat work station.
  • Provide the required administrative support to Swat work station
  • Ensure that office and parking space is clean and well maintained
  • Prepare duty roaster for support staff. 
  • Arrange kitchen/janitorial supplies and keep proper record of all the supplies. 

Warehouse/Store

  • Manage assets, inventory and warehouse related matters for Swat.
  • Develop improved storage plan i.e. ware housing etc.
  • Ensure that medicines, medical equipments and other program supplies are inspected, received, stacked in warehouse/store, issued, recorded and reported as per warehouse SOPs.
  • Ensure quality of all aspects of drug management, including support in storage (at store and facility level) and distribution to health sites.
  • Ensure that SOPs are followed while managing the medicines store.
  • Manage and document the receipt, handling, storage, release and reporting of goods through the IRC warehouse/store.
  • Implement and ensure clear safety procedures in warehouse /store.
  • Implement and ensure clear loading / unloading procedures, correct stacking and turnover (FIFO) procedures.
  • Inform supervisor regarding warehouse-specific issues or improvements.
  • Update as per IRC requirements, the Asset register, Asset inventory list and expendable store inventory list and produce monthly reports.
  • Any other duty, assigned by the Senior Program Manager Health

Hotel Booking/Events in KP Province

  • Arrange accommodations in Hotel/Guest Houses in Swat for IRC staff. 
  • Facilitate and arrange (Boarding& Lodging) for different workshops/seminars/trainings/meetings and different events in Swat.
  • Timely processing the payment of hotels/guest houses.

Key Working Relationships:

Position Reports to:  Senior Manager Supply Chain Position directly supervises:  support staff 

Job Requirements:

Education: Master Degree in Business Administration preferably in Supply Chain.

Work Experience: Overall 03 Years of work experience managing procurement, supplies, inventory, assests, transport, lease agreements etc

Demonstrated Skills and Competencies:

  • Knowledge and understanding of practical procurement, logistics, transport experience
  • Reliable, responsible and objective oriented
  • Excellent communication skills
  • Ability to work in team
  • Ability of work under pressure 

Language Skills: 

·         Fluent, professional level speaking, reading and writing in English and Urdu. At this level, applicant should have:

·         The ability to speak using sufficient, structured and accurate vocabulary in formal conversation;

·         The ability to use the language to satisfy professional needs;

·         The ability to read and write at a normal speed and with almost complete comprehension of a variety of materials, unfamiliar subjects, styles and forms pertinent to the job needs.
