IRC works in partnership with local government and non-governmental organizations and currently works in the Khyber Pakhtunkhwa, Punjab, Baluchistan and Sindh provinces.

Recently, the IRC has launched a 5 years USAID’s Women’s Economic Empowerment (WEE) Activity primarily in five selected districts of Khyber Pakhtunkhwa with the objective to promote women’s social and economic empowerment through safe and dignified access to livelihoods opportunities, information, resources and services. The project will also facilitate NIC (National Identity Card) registration of 1.2 million women across 49 districts of Punjab, KP and Sindh in two years starting July 2020 by linking /bringing unregistered women at NADRA Registration Centers (NRCs) and NADRA’s Mobile Registration Vans (MRVs). Acquiring NICs will facilitate women in opening bank accounts, registering as voters, accessing credit, inheriting and owning property and accessing social protection benefits.

Job Overview/Summary: The IRC is seeking a multifaceted and self-motivated individual for the position of Zonal Manager for implementation of its Women’s NIC registration component under WEE Activity. The Zonal Manager is a field-based position and responsible to lead the programmatic and operational management, including supervision of Social Mobilizers in the assigned districts/zones.

Job Responsibilities:

  • Represent IRC in periodic meetings with District Election Commissioner (DEC), NADRA and other partners in assigned districts of self-implementation and implementation through partners.
  • Recruit, orient and train social mobilizers on the methodology of the identifying and mobilizing women for CNIC registration, as well as on data sheets and formats.
  • Supervise Social Mobilizers to develop lists of potential women NIC registrants and mobilize them to acquire their NIC.
  • Set monthly/quarterly identification listing and facilitation targets for Social Mobilizers.
  • Coordinate with NADRA and Election Commission of Pakistan (ECP) to finalize the schedules for MRVs and NRC visits.
  • Lead and disburse advance among Social Mobilizers and their liquidation regularly.
  • Collect all relevant Means of Verification (MOVs) including NIC vouchers/tokens, and provide them to data management team at country office on monthly basis.
  • Ensure that monthly/quarterly targets are met and provide justification in case of any variance.
  • Collect human/change stories on quarterly basis.
  • Prepare and submit monthly progress and financial reports or any other relevant analyses/reports needed on ad-hoc basis.

Position coordinates with: DEC and NADRA within assigned districts, & partner organizations

Requirements:

a) Education Requirements: Master’s in social sciences/Management

b) Work Experience Requirements:

  • At least 4-5 years of work experience in programme management, social mobilization and capacity building
  • Detailed understanding of procedures and legal provisions for women NIC registration work
  • Linkages with local authorities and civil society actors

c) Preferred Relevant work experience:

  • Prior experience of implementation of NIC registration projects in Sindh

d) Skills & Competencies:

  • Proficient in English and Urdu languages, knowing local languages will be advantage
  • Validated experience and track record of timely and high-quality completion of assignments.
  • Strong facilitation. Communication, interpersonal and presentation skills.
  • Proficiency esp. in MS. Office
  • Flexible demeanor towards receiving feedback.
  • Capacity to analyze the cultural and critical issues related to women registration, mobilizing campaign and plan/implement its mitigation measures in cultural friendly environment.
  • Strong networking skills with Government at district level
