Key Responsibilities

Technical:

  • Develop programmes and projects based on the Country Strategic Plan and area needs
  • Designing and preparing concept notes/proposals for programme interventions and seeking and/or identifying sources of funding for new/existing programmes.
  • Coordinating all aspects of the programme, including technical support and supervision and the development of effective operational, monitoring, evaluation and reporting plans.
  • Ensuring that the programme is implemented in a consultative, participative and gender sensitive manner.
  • Ensure the programme meets Islamic Relief Worldwide Quality Standards and international Codes of Conduct.
  • Produce high-quality reports to submit to MEAL and country office, according to the agreed deadline.
  • Provide support and guidance to programme team in areas of planning, design and implementation by ensuring that technical support is sensitive to socio-cultural background of targeted communities and institutions.
  • Ensure that programmes are implemented, reviewed and evaluated in a consultative and participative manner through regular field visits.
  • Monitor and evaluate the effectiveness of programmes under implementation in Field Offices.
  • Support the field and country team to ensure the effectiveness, impact and direction of the programmes are appropriately implemented, monitored, reviewed and evaluated on a continuous basis using the quality guidance of the IRW Policy and Procedures Manual and other international standards.
  • Support and lead programme team in the development of annual and other regular reviews; annual and business plans.
  • Representing and liaising with key stakeholders including community leaders, local authorities, government, UN agencies, donors and representatives of international and national NGOs.
  • Work closely with the Area Program Manager to diversify the funding sources through developing existing or new relationships with local donors.
  • Build and strengthen significant relationships between IR partners, INGOs, UN, institutional donors and relevant government departments.
  • Build working relationships with donors and other INGOs in the country.
  • Ensure regular and effective communications are maintained within the Area, Field and with the office.
  • Participate in the determination of organization policies regarding such issues such as participant eligibility, program requirements, and project benefits.
  • Provide facilitation in case of seminars, conferences and interviews for IR promotion purposes
  • Speak to community groups to explain and interpret agency purposes, programs, and policies.
  • Highlight the impact reports in case studies
  • Perform any other official assignment given by supervisor.

Operational:

  • Good understanding of the project document, business process and implement the same in the field.
  • Effectively interpret the business process, project document to the subordinates (hygiene promotes, field engineer, Supply chain officer, Finance officer).
  • Coordinate the development of all project implementation plans and budgets within the framework of the agreed programme and strategy.
  • Ensure timely implementation of the project in the assigned areas as per the business process and Detailed Implementation plan (DIP).
  • Working in close coordination with Project manager and MEAL team to ensure routine project related assessments are executed and monthly quarterly and final reports are submitted timely and implementation and exit strategies are developed.
  • Maintain ongoing surveillance of the developing humanitarian emergency situation and adjust activities accordingly;
  • Ensure adequate monitoring and reporting framework in place and quality standards are observed, followed and institutionalized at management, administration and operational levels; ensure internal monitoring of the activities time to time in close coordination with MEAL department.
  • Ensure with the Finance Officer the establishment and maintenance of IRP financial management and accounting systems for all IRP assessment and response activities and assets.
  • Coordinate mobilization of financial resources related to IRP activities.
  • Ensure with the supply chain the establishment and maintenance of a functional procurement and supply chain management system as per IR procurement guidelines.
  • Work on capacity building of the subordinates on project related activities, reporting, and communications
  • Conduct performance appraisals of project staff and ensure regular feedback and mentoring on individual performance.
  • Ensure effective communications, visibility, and knowledge management
  • Contribute substantially to the presentation & communication activities implementation process
  • Develop, implement and monitor a humanitarian and development program communication activities visibility plan, facilitate better understanding among partners about programme progress, and adhere to Islamic Relief guidelines on communications and visibility
  • Undertake field visits to gather the information and results related to the programme
  • Assist all components of the programme in producing and documenting all kinds of programme related reports
  • Contribute towards overall knowledge management, communications & reporting strategy and ensure implementation of the work plan with weekly, monthly, quarterly, midterm and annual milestones reports
  • Support and coordinate with third party monitors for monitoring of the field activities related to project.

Organizational:

  • Ensure compliance with IR’s policies & procedures in true spirit for effective delivery of services to communities.
  • In depth understanding of IR values and their demonstration in the field while working with communities.
  • Abide by the IR zero tolerance policy towards bribery & corruption through sensitization / empowerment of communities on coping mechanism so that they can raise voice as & when feel inappropriate.
  • Thorough knowledge of IR strategic priorities to ensure effective implementation with future sustainability.
  • Assist in identification & documentation of organizational successes for show casing IR work
  • Facilitate communities in adaptation of environment friendly & cost effective approaches to meet their current as well as future needs with specific attention to climate change.
  • Focused efforts to be made for mainstreaming of marginalized groups i.e. Persons with disability and old age, minorities, Women & children etc in consultation & implementation of project activities at the ground.
  • Strengthen mechanism to Influence the decision makers through communities to pay attention towards DRR planning, give voice to suffering and the excluded, highlighting the protection needs of people.
  • Participation and facilitation in implementation of IR seasonal programmes & emergency response.
