Overview:

The Maternal and Child Survival Program (MCSP) is a global, USAID Cooperative Agreement to introduce and support high-impact health interventions with a focus on 24 high-priority countries with the ultimate goal of ending preventable child and maternal deaths within a generation. In Pakistan MCSP will be working on Accelerating Family Planning in Pakistan (AFPP) to quickly accelerate the achievement of: 1) Family Planning 2020 (FP2020) objectives in Pakistan and 2) USAID/Pakistan’s Ending Preventable Maternal and Child Deaths (EPCMD) objectives in the area of Family Planning (FP). MCSP/AFPP is a one year project and will be working in three provinces of Pakistan- Sindh, Punjab, and Baluchistan in close collaboration with USAID/Pakistan and USAID/Pakistan implementing partners.

Family Planning (FP) Programs in Pakistan started in the mid-1960s and have tried many initiatives and policies. And yet the current Contraceptive Prevalence Rates (CPR) stand at 30%, reflecting the growth fewer than projected. Rigorous research has been conducted to identify the barriers to FP; and under different programs, the research findings have been materialized into interventions implemented by public and private players. 

Adherence to international FP compliance standards during FP trainings and service delivery is one of the key determinants which affects the adoption of FP services.

To ensure FP compliance during counseling and service delivery at all levels in sustainable manner at both DoH and PWD facilities, an extensive review of current health and population policies and procedures of three provinces i-e Sindh, Punjab and Baluchistan shall be conducted under the MCSP program, in coordination with both the departments aforementioned and will explore the gaps in policies and procedures in light of FP compliance guidelines and will share the findings with DoH and PWD in the form of action plan to address the gaps and advocacy plan if required, for ensuring the FP compliance.

The consultant will work in close collaboration with Project Director and Manager Compliance, Monitoring and Evaluation to review the current policies, develop tools and to finalize the report. 

Responsibilities:

  • Review provincial and national health and population policies.
  • Conduct meetings with key stakeholders, Jhpiego will facilitate in arranging these meetings and arrange logistic arrangements.
  • Develop tools and conduct gap analysis in the light of FP compliance standards. 
  • Assist MER team in developing tools for assessing current practices and procedures.
  • Assist MER team in analyzing data.
  • Draft action plan and advocacy plan.
  • Submit final report.
  • Participate in seminars/meeting for dissemination of findings.

Qualification and work experience:

  • Ph.D. in Social Science with minimum of 3 years’ experience or Masters in Social Sciences with minimum 10 years of working experience with a reputed organization
  • Can demonstrate her/his work during the interview.
  • Excellent communication skills
  • Can travel for field visits and coordination meetings
  • Well versed with existing health systems
