The Project Coordinator shall be based at Naushahro Feroz Sindh and his / her appointment will be through a competitive process in collaboration with Local Government Department, Government of Sindh and in consultation with UNICEF and in line with the recruitment guidelines of the UNICEF. The District Coordinator will be appointed with the following terms of references (ToRs):

1. To coordinate with all the stakeholders of the project including Social Welfare Department, Health Department, Education Department, Local Government & HTP Department, The District Administration and locally based non-governmental organizations for implementation of the defined project activities.

2. To generate target based data of DBR and disseminate the same to the concerned quarters in consultation with Local Government Department Sindh and UNICEF Sindh office.

3. Responsible to receive the supplies from UNICEF and maintain proper inventory of supplies received.

4. Arrange District Steering Committee meetings on monthly basis and facilitate District Commissioner and ADC-II to organize the meeting, send invites and agenda to the participants and draft minutes and get it endorsed by the chair of DSC.

5. Follow up on actions / decisions taken in DSC meetings from line departments/implementing partners and report on the status of implementation.

6. Coordinate Taluka level working group meetings and participate in the meetings. Review the minutes drafted by Taluka level officers and follow up with them for actions recommended and its compliance.

7. Provide support to PM& E Assistants on reviewing and approving their monthly plans and ensure implementation.

8. Supervise the PM& E Assistants review the implementation of their work plan and monthly reports and share with LGD Karachi.

9. Assign weekly targets to M&E officers for number of birth registration forms filled and submitted and report.

10. Provide support to PM& E Assistants on preparing and developing training plans of gatekeepers in consultation with the line departments.

11. To develop strategy for sorting out the problems in user IDs and other technical issues likely to arise at district level and to intimate the action required to be taken by the concerned quarters at district and Manger IT at provincial level.

12. Conduct trainings for gatekeepers on DBR application and report on training completed.

13. Coordinate with the facilitators including LHWs, vaccinators, Nikah Khwans, UC Secretary / Clerk through their line department and ensure close coordination between them for effective and efficient disposal of assignments.

14. Monitor and provide support to the Institution responsible for community mobilisation and communication activities to promote birth registration.

15. To monitor the performance of field staff (PM& E Assistants) and identify the areas for improvement for their working to achieve the goals and objectives of the project.

16. Conduct regular field monitoring visits to Taluka offices and UC Secretary Offices and identify any barriers and bottlenecks in implementation of Mobile Birth Registration Project and take timely action to overcome the barrier.

17. Ensure effective and efficient utilization of UNICEF Funds transfer to district administration; maintain financial record, reports and timely settlements of accounts to Local Government Department (In line with UNICEF Policy and procedures).

18. The Project Coordinator shall coordinate the visits of various missions, foreign delegates and donors as and when required.

19. Prepare monthly work plan and monthly report to IT Manager DBR cell and UNICEF.

20. The reporting line of the District Coordinator shall be primary to Manger IT DBR Cell, and secondary to the ALGD and UNICEF Field office Karachi

21. Any other task assigned by the supervisor.

Qualifications: Master in Sociology or any other related field of social sciences.

Experience: At least five years’ experience in development work.

Experience of working on child rights and protection will be an added assist.

Fluency in Sindhi and other local languages will be highly preferable.
