Project Summary:  

In May 2015, the United States Agency for International Development (USAID) awarded a five-year performance management support contract – PERFORM to Management Systems International (MSI). Under PERFORM MSI provides monitoring support, evaluations, assessments, and learning support services to USAID. These services provide evidence-based data and information and high-quality analysis that USAID program managers use to target resources and inform project design and implementation to improve project results and achieve objectives.

Position Summary: 

MSI is recruiting for a six-month intermittent short-term consultancy for the position of Data Analyst for an anticipated third-party monitoring assignment. The Data Analyst will be responsible for managing and analyzing data from the third-party monitoring of the USAID-funded Citizens’ Voice Project (CVP). CVP aims to increase engagement between citizens and the state for improving democratic governance and public accountability. The quantitative and qualitative data will include:

1. Monitoring site visit reports from activity observations.

2. Interviews with domestic election observers on the quality of training and facilitation received from CVP. 

3. Interviews with activity participants.

4. Media monitoring reports.

5. Photographic evidence.

The data analyst will work with a multi-person monitoring team to review, clean, consolidate, and analyze the monitoring data of CVP activities. The duration of the short-term technical assistance monitoring assignment is from September 2019 through February 28, 2020.  

Responsibilities: 

  • Review background documents.
  • File and maintain all monitoring records including both soft and hard copies of collected data.
  • Work with MSI’s Management Information Systems (MIS) team to design and manage the online data entry database.
  • Review the entered data (including photos) for completeness, quality, and errors.
  • Create and manage a spreadsheet to track monitoring activities.
  • Produce descriptive statistics and conduct pattern and frequency analysis from monitoring data for quantitative and qualitative data (including coding of open-ended questions).  Use measures of central tendency using mean and mode to explain the data and cross-tabulations to compare data by type of activity, time, locations, etc.
  • Undertake other tasks as assigned by the assignment manager for the successful completion of the assignment.

Qualifications: 

  • At least a master’s degree in a related field (e.g., statistics or related field); 
  • A minimum of five (5) years of experience in the collection and analysis of qualitative and quantitative data; 
  • Excellent MS Excel skills required; familiarity with LimeSurvey and/or MaxDQA is a plus.
  • Excellent analytical and personal communication skills; and
  • Fluent in written and spoken English and Urdu. 
  • Proficiency in speaking and understanding Pashto is a plus.
